Westat is now hiring a Corporate Proposal Pricing Specialist. In this role, you will support the development and production of the business proposal for requests for proposals (RFPs), contract modifications, and grant applications based on current labor and indirect rates and profit levels, terms and conditions of the request, and other policies and regulations governing the solicitation. Your role will also continue in any subsequent proposal iterations (revisions, responses to questions, etc.). You will identify and implement process improvements and enhancements to improve pricing strategy and cost competitiveness. 

This position is based in Rockville, Maryland and is eligible for a hybrid or remote work arrangement.

Job Responsibilities: 
  • Collaborates with proposal team members about content required in business proposals, including incorporation of labor and non-labor direct costs, and indirect costs, and other administrative requirements.
  • Evaluates proposal risks and makes recommendations as appropriate. 
  • Attends proposal pricing related meetings, including kick-off, price strategy, and review meetings. 
  • Contributes to discussions about competitor and budget intelligence, major cost drivers, business proposal structure and compliance concerns. 
  • Reviews RFP, and draft pricing-related questions. 
  • Compiles historical cost data on projects and past proposals to identify potential strategies to improve cost competitiveness. 
  • Compiles and presents RFP data (including pricing structure/any-required budget templates, and contract type) and requirements related to business proposal preparation and offers advice and guidance. 
  • Develops instructions for partners regarding required information/documents.
  • Writes pricing narratives for RFPs.
  • Reviews pricing data submitted by staff and partners for value, accuracy, completeness, consistency, and compliance with RFP/instructions. Ensures required cost proposal schedules and supporting documents are accurate and timely. 
  • Performs other duties as assigned. 


Basic Qualifications: · 
  • Bachelor's degree in business, finance and/or accounting 
  • Five (5) years' experience in proposal pricing. 
  • Knowledge of federal procurement pricing approaches. 
  • Microsoft Office and Adobe software experience, including advanced Excel skills (VLOOKUP, INDEX MATCH, and establishing search ranges).

You will also manage multiple tasks and projects independently and as part of a collaborative team. Your prowess with organization and time management will keep you, and your teammates, on deadline to meet goals set for the company.
