The Health Department looks to enhance its workforce with a dynamic and innovative leader to fill the Division Director of Community Health Development position.

Under the direction of the Deputy Director for Innovation and Planning, oversees programmatic development, implementation and planning for the Division of Community Health Development (CHD) in the areas of Outreach and Engagement, Communications, and Public Health Strategic Partnerships ensuring successful achievement of the department’s vision, mission and strategic objectives. As Division Director, provides leadership and oversight to the division. Participates in policy development for agency-wide efforts which focus on building a stronger, more integrated local public health system responsive to community needs. Leads in developing, monitoring and updating CHD goals, objectives and priorities in alignment with agency-wide strategic plan and countywide strategic plan. Provides direction and guidance to support the Mobilizing for Action through Planning and Partnership (MAPP) process, a community wide strategic planning framework for improving public health. Develops and monitors CHD annual budget, performance measures and memorandum of agreements. Provides management and oversight of division fiscal, human resources, facility resources, grant processes and contractual services. Monitors public health trends, best practices, and innovations to facilitate development of initiatives and service priorities that advance agency's transition to improving population-based health. Develops, strengthens and mobilizes strategic community partnerships through community engagement; establishes new and expanded multi-sector community partnerships and ensures community capacity and resiliency building efforts to strengthen an integrated local public health system. In collaboration with the Health Director works with and provides information to Board of Supervisors; Fairfax County Boards, Authorities and Commissions; senior management; county agencies; human service organizations; private, public and nonprofit community organizations. Maintains support of key stakeholders comprising the local public health system. Responsible for integrating agency communications and community outreach efforts across the department and ensures effective interface of programs across divisions, other county departments, community partners, federal, state and local agencies. Collaborates with partners in academia to coordinate internship rotations and research opportunities within the division. Develops study and project designs and prepares reports, publications, and grants. Provides leadership, professional guidance and supervision to senior division staff.

Required Knowledge Skills and Abilities

Employment Standards

EMPLOYMENT STANDARDS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited college or university with a master's degree in human services, health services, public health, public administration or related field such as healthcare administration, community development or business administration: plus, four years' of progressively responsible professional experience in a public health/community health setting, public health strategic planning, including at least three years of experience supervising a major organizational branch of health and/or human service professionals.

CERTIFICATES AND LICENSES REQUIRED:
  • Driver's License
  • Cardiopulmonary Resuscitation - CPR (Required within 60 days)
  • AED (Required within 60 days)
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a child protective services registry, a driving records check, and a credit report check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
At least eight years of progressively responsible experience in a senior-level leadership role overseeing and/or managing public health service programs in the areas of community health, community development, or human services planning and outreach. Extensive knowledge and experience in public health, principles and practices of community capacity building, or community health planning in a public health setting. Thorough knowledge of and application of principles of local government administration. Proven ability to establish and maintain effective working relationships; exceptional interpersonal skills and ability to effectively communicate, both orally and in writing. Five years of experience supervising a major organizational branch of health and/or human service professionals.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, and requires walking, standing, sitting (for long periods of time), and kneeling, reaching, bending, climbing stairs; may be required to lift or carry up to 25 lbs. occasionally. Uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer; Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting.
