The Fairfax-Falls Church Community Services Board (CSB) is hiring multiple Behavioral Health (BH) Senior Clinicians for a variety of CSB Service Areas throughout through the county including South County (Alexandria Route one), North County (Reston) and Mid county (Annandale).

This recruitment is for BH Senior Clinician positions in the following Service Areas:
  • Intensive Community Treatment,
  • Diversion & Jail-Based Services,
  • Residential & Detox Services, and
  • Supportive Community Residential Services.

These varied settings Behavioral Health Senior Clinician positions differ from the outpatient site-based positions in that they provide an opportunity to support individuals in settings to include, residential treatment programs, the Fairfax County Adult Detention Center and various community settings such as individual’s homes, during recreational activities and more. A candidate for these positions will enjoy an active role engaging and supporting individuals living with Serious Mental Illness (SMI) and/or substance use as they are achieving recovery. Positions are fast paced and on-the-go often involving travel in a county vehicle. Though some positions are Monday - Friday daytime hours, others do offer the flexibility of weekend and evening hours.

Works as the lead clinician on a multidisciplinary team, where co-workers are therapist/case managers, medical staff, peer support specialists and other counselors and support staff. Serving as a primary therapist/case manager, provides a wide range of professional treatment services to diagnostically, culturally, and socio-economically diverse client populations with serious mental illness, substance use, emotional and co-occurring disorders as well as developmental disabilities.

Case management duties include community and office based, collaboration with community partners such as Fairfax County Public Schools, human services providers, criminal justice system partners and healthcare providers. Provides services driven by client choice through collaborative relationships in individualized treatment planning. May conduct individual, group and family therapy. Must maintain detailed documentation in an electronic health record meeting state, local, and federal performance contract and licensing expectations.

Varying by program some services are provided in extended day and 24-hour programs; therefore, some shifts include weekend and evening hours, as well as some holidays. A commitment to offer scheduling flexibility, as program needs allow.

  • *This position includes a signing bonus for fully qualified new county employees into the Behavioral Health Senior Clinician classification only, in the amount of $2,000 (full-time) or $1,000 (part-time). The Behavioral Health Senior Clinician in Residence underfill position is not eligible for the bonus.
  • The CSB recognizes that staff competence speaking a variety of languages is necessary to meet client needs and encourage candidates that are bilingual in English and another foreign language to apply. A foreign language skills stipend of up to $1300/year (full-time) may be given for qualified bilingual employees.
  • The CSB provides clinical supervision for employees who are registered as licensed eligible mental health in one of the following areas: Licensed Clinical Social Worker, Licensed Professional Counselor, Licensed Clinical Psychologist, Licensed Marriage and Family Therapist, Licensed Substance Abuse Treatment Practitioner or Clinical Nurse Specialist.
  • In addition, to recognize and reinforce the importance of professional development and enhance future recruitment of licensed professionals, if approved, the licensure supervisors will receive a stipend of $1,500 paid out biweekly over a 12-month period whether for one or more Department of Health licensure candidates.

Note: Multiple positions, both part-time and full-time, in various Service Departments will be filled from this job announcement. Merit positions that are less than 40 hours per week (100% FTE) are eligible for health and prorated leave benefits.

Service provisions are based on client and program need. In response to the COVID-19 Pandemic, some positions offer services via telehealth for non-acute services. Other positions offer limited opportunities for telework. Teleworking options may vary by service area.

Some positions may be underfilled as a Behavioral Health Clinician in Residence; the underfill requirements are stated below in the Employment Standards section.

Illustrative Duties

  • Performs complex evaluations and makes independent diagnoses using Diagnostic and Statistical Manual of Mental Disorders;
  • Provides individual, family and group treatment;
  • Approves and/or implements therapeutic treatment plans;
  • Provides crisis stabilization and crisis management.


Required Knowledge Skills and Abilities

  • Knowledge of psychiatric, psychological, and/or sociological terminology and concepts;
  • Ability to conduct behavioral health assessments and apply treatment approaches/modalities;
  • Ability to formulate diagnoses for clients with acute, chronic, severe behavioral health illness;
  • Ability to diagnostically interpret data obtained from psychological test results, social histories, and interviews;
  • Ability to develop and maintain effective working relationships with co-workers, public and private sector organizations, community groups, and the general public;
  • Ability to monitor and analyze the impact of psychotropic medications.


Employment Standards

MINIMUM QUALIFICATIONS:
Graduation from an accredited college with a master's degree in social work, psychology, counseling, or nursing; plus two years of clinical experience.

CERTIFICATES AND LICENSES REQUIRED:
  • Possession of a current license to practice in the Commonwealth of Virginia in one of the following:
    • Licensed Clinical Social Worker,
    • Licensed Professional Counselor,
    • Clinical Psychologist,
    • Licensed Marriage and Family Therapist,
    • Licensed Substance Abuse Treatment Practitioner or
    • Clinical Nurse Specialist.
  • First Aid and CPR certifications, within 90 days of hire and maintained throughout CSB employment.

In addition, the following may be required contingent upon the Service Area assignment:
  • A valid motor vehicle driver's license with fewer than six demerit points (or equivalent in another state) must be obtained within one month of appointment and maintained throughout employment with CSB.
  • MANDT Certifications within six months of appointment and annually thereafter;
  • Medication Administration Assistance Certification within 90 days of appointment.

UNDERFILL REQUIREMENTS:
This vacancy may be underfilled at the level of Behavioral Health Clinician in Residence (S26, $68,800.78 - $114,667.90). The employment standards for the Behavioral Health Clinician in Residence are:

Upon completion of an underfill agreement (which will require that the employee meet the employment standards stated above in addition to obtaining competencies and licensures defined by the hiring agency) the employee will be elevated to the level of Behavioral Health Senior Clinician .

Note: A registered licensed eligible mental health professional has been approved by the applicable Virginia health regulatory board as a supervisee in clinical social work or a resident in clinical psychology, professional counseling, substance abuse treatment practice, or marriage and family therapy.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, Child Protective Services Registry check, driving record check, and sanction screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter. Requires a National Provider Identifier.

This position is emergency/essential services personnel. A commitment to offer flexibility, as program needs allow.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
  • At least one year of experience providing behavioral health services to individuals in community settings.
  • Experience with providing behavioral health services to individuals receiving treatment with Mental Health Disorders, Substance Use Disorders (SUD) and/or Co-occurring disorders (COD) in a community outpatient setting.
  • Experience with and ability to interpret and follow work processes and procedures; work well with other service agencies; and work well in a team environment.
  • Strong organizational and time management skills; verbal and written communication skills; and clinical skills and abilities.

PHYSICAL REQUIREMENTS:
Contingent upon the Service Area assignment. Ability to read data on a computer monitor. Ability to operate keyboard driven equipment; communicate well with others; and to observe, process, and document clinical information and make clinical interventions. Ability to lift, up to 15 lbs. All duties performed with or without reasonable accommodations.
