Rapid Prototyping Research Center (RPRC)Subcontracts AdministratorThe George Mason University Rapid Prototyping Research Center (RPRC), within the College of Engineering and Computing (CEC), invites applications for a Subcontracts Administrator. George Mason University has a strong institutional commitment to the achievement of excellence and diversity among its faculty and staff, and strongly encourages candidates to apply who will enrich Mason's academic and culturally inclusive environment.About the Position:The successful candidate will have the responsibility to support Mason's Rapid Prototyping Research Center (RPRC) by managing the subcontracts and subcontractors under the portfolio of contract vehicles being utilized by the RPRC.About the Department:The Rapid Prototyping Research Center (RPRC) (https://rprc.gmu.edu/) focuses on providing its Department of Defense (DOD) sponsors a unique perspective on rapid prototyping that aligns with Section 804 in the Fiscal Year 2017 National Defense Authorization Act. Specifically, rather than developing a new system to satisfy intractable problems on the battlefield, RPRC integrates new technology into existing infrastructure. This unique approach reduces acquisition costs since the sustainment tail is in place. It also reduces the time to field intractable solutions to the battlefield from 10-14 years down to 1-3 years, and provides assurance that the prototype involved is integrated with the latest technology; not dated technology due to lengthy acquisition delivery timelines.Responsibilities:Day to day responsibility includes managing a portfolio of subcontracts and subcontractors to ensure compliance on multiple contract vehicles, and include but are not limited to the tasks and duties below.Manage a portfolio of subcontractors including communication, negotiation, deliverables, financials;Lead resolution of subcontract related conflicts or disputes;Subject matter expert on RPRC's Basic/Sub Agreements;Issue and analyze responses to complex Request for Proposals (RFP's);Provide subcontract and requirements compliance guidance to business team members, subcontractors;Provide internal resources with checklists, forms, templates etc. for efficiency/efficacy;Act as Liaison with the University Accounts Payable for subcontractors resources;Create tracking mechanisms for subcontract budgets, forecasts, deliverables, invoices;Ensure funding levels are adequate for continued performance;Monitor all aspects of subcontract performance in compliance with subagreement;Monitor subcontract change control/modification process; communicate with partner business units;Perform subcontract closeout activities;Perform price analysis on subcontractor proposals;Analyze budget and forecasts for funding shortfalls/overages;Ensure subcontractor compliance with Statements of Work, Statements of Objectives;Perform analysis/reconciliation of invoices and supporting material; andAnalyze metrics provided monthly for variance from subcontracts.Required Qualifications:Bachelor's degree or equivalent combination of education and experience;US Citizen with a Secret security clearance level;Considerable experience (generally four (4) + years) as a subcontracts manager/administrator;Effective written and oral communication, interpersonal, negotiation, research, and analytical skills;Experience with managing US Government contracts and a minimum of 5 subcontracts;Working Knowledge of FAR/DFARS requirements; andProficient Microsoft Word and Excel skills.Preferred Qualifications:Experience with managing grants; andKnowledge of supply chain and acquisition regulations.A Force for Innovation in the Heart of Northern Virginia's Technology CorridorThe College of Engineering and Computing at George Mason University is comprised of the Volgenau School of Engineering and a new School of Computing.
