Duties

As a(n) TRAFFIC MANAGEMENT SPECIALIST (TITLE 32), GS-2130-9/11, you will perform but are not limited to:
Serves as the technical transportation advisor to all statewide operating officials on all matters dealing with commercial movement of personnel and equipment. Analyzes and advises on transportation considerations relative to the domestic and international movement of equipment, supplies, and personnel via all commercial transportation modes. Ensures that traffic management and transportation services required to support the mission are accomplished. This includes services incident to receiving, processing, and dispatching commodity and passenger traffic; to include demurrage charges, drayage and other accessorial services not directly related to line-haul movements. Insures the preparation of Transportation Discrepancy Reports (TDR) and other documents in support of government claims against carriers for freight loss and damage or failure to provide contracted services. Inspects, or provides for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments. Procures domestic and international travel for both military and civilian passengers. Perform other duties as assigned.

• This is an excepted service position that requires membership in a compatible military assignment in the DC Army National Guard, required prior to the effective date of placement.
• Selectee will be required to wear the military uniform.

• Applicants who are not currently a member of the DC Army National Guard must be eligible for immediate membership and employment in the DC Army National Guard in the military grade listed in this announcement.
• Males born after 31 December 1959 must be registered for Selective Service.
• Federal employment suitability as determined by a background investigation.
• May be required to successfully complete a probationary period.
• Participation in direct deposit is mandatory.

• Compatible MOS: 92A, 92Y
• Selected Reserve Incentive Program: Acceptance of this position will cause termination of Federal bonuses pursuant to respective Selected Reserve Incentive Programs (SRIP). This termination may be with or without recoupment of payments already made.
• Relocation Incentive: Incentive not authorized.
• Permanent Change of Station (PCS): PCS not authorized.

MILITARY REQUIREMENTS: You must meet the minimum military rank as specified in this announcement. The National Guard's full-time support program requires that all military technicians are members of the National Guard and are appointed to full-time positions which correspond to their military assignments. Other requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must possess at least Thirty- Six (36) months experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement.

Education

Successful completion of a full 4-year course of study in fields listed below leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.

Education -Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
