Duties

This position serves as the Content Architect and Full stack Developer for AJV-P12 and provides developer and programmer support and assistance to AJV-P on the design, development, and implementation of appropriate policy or guidance through publications. Responsible for updates and maintenance of key air traffic orders, manuals, and publications with the use of JSON, Oxygen XML, XSLT, HTML5, JavaScript, Python, Ruby programming languages. Performs Section 508 compliance, Web Content Accessibility Guidelines (WCAG 2.AA) verification and remediation. Additionally, the incumbent performs Quicksilver publication functions for key Air Traffic Control directives, which includes the FAA Orders JO 7340.2, 7400.2, 7610.4, the Aeronautical Information Publication (AIP), and the Aeronautical Information Manual (AIM), in order to incorporate changes and produce the final files necessary to publish, print, distribute, and post.

Applies experience and comprehensive knowledge of computer science methods and techniques to store, manipulate, transform, or present information by means of computer systems for solving complex problems and develop improved technical processes or systems. He/she manipulates back-end data in Oxygen XML, GraphQL or JSON. As the computer scientist, he/she creates, customizes, and manages site collection and sub-site information for SharePoint. He/she writes fully testable code, maintain all web applications, and transform information. Uses using Python programming language and Jekyll static site generator to create and update websites.

He/she analyzes user requirements, design and develop multiple AJV-P intranet and internet sites, configures and deploys analytical tools for user experience improvement, and extract data from the analytical tools to provide metrics to support management decision making. He/she conducts analyses in the review and evaluation of program activities to ensure proper program integration and conformance to FAA and ATO policies, completeness, and adequacy of operations in meeting goals and objectives.

Applies experience and comprehensive knowledge of Microsoft SharePoint web services to design and deploy multiple dashboards, metrics, and intranet sites for AJV-P. (Client Side Object Model and JavaScript Object Model). He/she uses the FAA Knowledge Sharing Network (KSN) to create document templates to support all National Airspace System (NAS) changes within the AJV-P directorate, and develop business work flows in Microsoft SharePoint to automate and support NAS document change procedures within AJV-P. Acts as principal technical specialist or as a project manager or team leader for large work activities.

He/she uses Adobe CQ5 to update and maintain various sites including the AJV-P intranet site, air traffic interpretations site, and other websites as required. Develop and present training materials pertaining to processing National Airspace System (NAS) changes and procedures associated with NAS change case files. Provides oversight of Document Change Proposal (DCP) formatting, and FAA Order JO 7000.5, Procedures for Submitting Changes to Air Traffic Control Procedures.

He/she develops, integrates and implements solutions to complex problems and recommends strategies for management's consideration. Resolves all but unique technical problems without the intervention of management or a more experienced, works with management to solve problems. Work is reviewed rarely, typically though status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-12) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as:
  • Experience analyzing and maintaining internal websites and developing metrics.
  • Experience conducting analyses in the review and evaluation of program activities to ensure proper program integration and conformance.

Education

BASIC REQUIREMENT: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Evaluation of Education: Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.
