Candidates/Incumbent must be eligible for and obtain a Secret Clearance.

Responsibilities

• Works under the general supervision of the Fleet Assistance Branch Manager, Ships Store Program, NEXCOM Headquarters and/or Team Leader, is responsible for conducting surveys of functional characteristics and material condition of food service, ships store and services spaces and equipment on surface ships during scheduled Pre-overhaul Tests and Inspections (POT&I) approximately 24 months in advance of the ship's overhaul and Inspection and Survey (INSURV) visits as requested by the INSURV Board. These inspections are primarily directed at repair or replacement of material and equipment without rearrangement or relocation. In the conduct of the inspection considers the operational characteristics, engineering limitations, number of personnel to be served, type of menu to be fed and type of feeding operation employed.
• Uses a basic knowledge of the electrical/mechanical features of equipment to determine operational condition and requirements for repair or necessity to replace. Must be knowledgeable concerning the latest laundry/dry cleaning and other ships store space equipment as well as the current status of approved/nonapproved equipment and materials for shipboard use including food service operations.
• Utilizes test instruments such as thermometers, pyrometers, volt/OHM meters, voltmeters and such other devices as are necessary to audit performance capability of food service and laundry/dry cleaning equipment including food preparation, serving and dishwashing equipment.
• Assesses the sanitary and safety conditions of spaces and equipment and recommends modifications for improvement where required.
• Maintains liaison with NEXCOM, appropriate Type Commander supply staffs and Naval shipyard teams, private contracting firms conducting POT&I, and INSURV Board concerning specific assignments to obtain and/or provide information, resolve problem areas.
• Prepares written reports of inspections for higher authority including preparation of OPNAV Forms 4790.2K and 4790.2l for individual discrepancies to include determinations as to whether or not equipment is repairable or should be replaced.
• Participates, on request, in pre and post inspection conferences involving planning, scheduling and trade offs in the area of equipment requirements.
• May also be required to participate as an inspector of food service spaces in support of the Board of Inspection and Survey (INSURV).

The incumbent of this position must file a complete Tier II security clearance as required.

Qualifications

Total of 5 years of experience consisting of the following:

GENERAL EXPERIENCE: Three years of experience in administrative, technical, trade and craft or other responsible work that enabled the applicant to gain practical knowledge of mechanical and electrical principles relating to equipment; ability to read and interpret blueprints and technical publications; skilled in oral and written communication using the English language.

SPECIALIZED EXPERIENCE: Two years of progressively responsible experience that provided knowledge of the characteristics, properties and maintenance of equipment; review and analysis of equipment requirements and troubleshooting equipment failures.

Education

SUBSTITUTION OF EDUCATION FOR GENERAL EXPERIENCE: One year of academic study above the high school level may be substituted for nine months of experience, up to a maximum of a four year bachelor's degree for three years general experience.
