  • Candidates/Incumbent must be eligible for and obtain a Secret Clearance.
  • Responsibilities
    • Provides technical guidance and advice regarding the implementation of personal telecommunications policies, procedures, services and programs. Prepares and delivers substantive briefings on current or proposed programs.
    • Development, implement and maintain of long and short-term corporate strategies, plans and goals supporting personal telecommunications services for both direct-run and concessionaire operated license agreements and initiatives in coordination with other non-appropriated fund instrumentalities and appropriated fund agencies.
    • Coordinates with functional codes within NEXCOM and other related Navy, Marine Corps and Coast Guard organizations to implement and manage unofficial telecommunications.
    • Conducts and initiates research and data calls from Navy, Marine Corps, and Coast Guard activities related to existing telecommunications contracts, agreements, services, terms and infrastructure.
    • Develops, revises and reviews for publication, technical and policy directives relating to personal telecommunications initiatives, including Navy Exchange operations supporting these initiatives. In response to higher level tasking and initiatives, coordinates the development of written policies and procedures that require implementation by field activities and NEXCOM.
    • Coordinates with counterparts other military Exchange systems and Morale, Welfare and Recreation Programs to accomplish cooperative initiatives to provide enhanced services.
    • Develops and/or reviews technical information, financial data, analytical data, regulatory guidance, marketing studies, contract language and other material concerning strategies for providing telecommunications services for personal use by authorized military Exchange customers worldwide.
    • Performs post-award contract administration support as the Contracting Officer's Representative. In this capacity, coordinates the efforts of several headquarters level CORs within the Navy, Marine Corps, and Coast Guard as well as close to 500 locally assigned CORs at military installations worldwide. Initiates contract requirements and evaluates contract proposals.

    The incumbent of this position must file a complete Tier II security clearance as required.

    Qualifications

    A total of 7 years of combined experience is required.

    General Experience: Three years of experience in administrative, technical, marketing, retail sales, advertising or other work that enabled the applicant to gain a general knowledge of researching, procuring and managing services or products in an effort to recommend best strategy of delivering telecommunications services and products. And specialized experience as indicated below.

    AND

    Specialized Experience:
    Four years of progressive responsible services and or retail experience that demonstrated a broad knowledge of operational, marketing and advertising procedures involved in managing services operations in an environment including recommending new sources of supply, analyzing and evaluation or proposals, contracts etc.; developing marketing and advertising programs for use in Retail Stores or on a broader scale, and/or experience in operational procedures involved in managing a cellular phone services and products contractor and perform the duties of a contracting officer technical representative (COTR) with respect to service type contracts.

    Telecommunications retail experience in a telecommunications environment is preferred.

    Education

    SUBSTITUTION OF EDUCATION FOR GENERAL EXPERIENCE: One year of academic study above the high school level may be substituted for nine months of experience up to a maximum of a 4-year bachelor's degree in telecommunications, marketing or retail field for three years of experience.
