Duties

The Workforce Health and Safety Division (WHS) within the Management Directorate's Office of the Chief Human Capital Officer (OCHCO) has a broad portfolio of technical experts in the space of Occupational Safety and Health (OSH), health and medical, work life, veterinary, psychological, wellness, Employee and Family Readiness, and other initiatives all focused on the well-being of the DHS workforce and their families. WHS is looking for a communications expert to translate the plentiful technical information about WHS lead programs, guidance, and recommendations for DHS employees and families into effective products through as many creative communication and marketing outlets as possible across DHS. The information we develop and the programs we offer is only effective if it is seen and understood by the intended audience - DHS employees across the enterprise and their family members at home. Due to the fact that DHS is a very large agency with diverse mission sets, majority of which are operational and not in office environments, it is not a one size fits all approach to strategic communication and messaging. The WHS team operates in a fast paced environment with time sensitive information that is critical to be shared widely.   • Formulate communications strategies to facilitate the implementation of DHS' Psychological Health initiatives relevant to Federal agencies, employees, family members, and other key stakeholders.
  • Utilize strategic communications approaches toward branding, messaging, selection of social media and other communication channels to advance the psychological health mission.
  • Creates and produces oral and written communications materials and presentations to provide timely and accurate information about programs, policies, or initiatives to include communications plans, talking points, fact sheets, news releases, speeches, video scripts, blogs, briefing slides, or other deliverables as requested.
  • Ensures that all health communication activities are based on theory and use accepted principles, methods, and practices.
  • Monitoring an approval system for clearing and cross-clearing communication and marketing projects, research, and messages
  • Guides development, testing, and timely dissemination of science- and audience-based products, tools, and messages to different audiences (i.e., general public, external organizations, partners, and media) in a variety of formats (i.e., print, video, Web).
  • Provides expert consultation and technical expertise in the creation of strategic and integrated plans and strategies for public health communication and marketing programs, campaigns, and activities.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:

Candidates should have an understanding of communication theory and practices, knowledge of 508 compliance and accessibility, experience engaging public health preventions partners at the state and/or local level, as well as digital media strategy and implementation.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
