It has a national reputation for conducting rigorous research and analysis, developing evidence-based policy ideas and strategies, shaping a broad array of policy debates at the federal and state levels, and influencing policy outcomes and program implementation. It focuses its efforts on improving the lives of people with low and moderate incomes and examines how policies affect particular groups, including people of color, immigrants, people with disabilities, and LGBTQ+ people. The Center is known for its unique capacity to blend rigorous, timely analysis with effective communications that enable policymakers and the media to make use of its work.The Center is seeking a Vice President for Government Affairs to join its fast-paced Government Affairs division. Reporting to and in close collaboration with the Senior Vice President for Government Affairs, the VP will advance the Center"s policy and legislative goals, communicating the Center"s research findings and policy recommendations to congressional and other policymakers and staff and working with a broad range of national and state partners to advance our policy agenda.The VP will help lead our strategic work on a range of issue areas, taking the lead on some issues and collaborating on others with colleagues on the Government Affairs team. The individual will work to strengthen the Center"s coalition efforts with national and state-based organizations and identify opportunities to deepen relationships with other groups and constituencies. The VP will partner with Center policy experts and our Communications team to develop and refine strategies for advancing policies. The individual will be expected to be a strategic leader, helping to develop and implement strategies for advancing our policy objectives in partnership with allies.Additional responsibilities include educating internal and external audiences about key policy and strategic issues, public speaking, and providing technical assistance and information to national and state organizations engaged in debates around federal budget priorities and issues affecting people with low incomes.The VP should be skilled at developing and maintaining trusted relationships with key staff on the Hill and in the Administration, supporting the work of other organizations in engaging in key issues, and crafting strategies to advance shared policy goals.ResponsibilitiesMaintain close working relationships with Center policy experts and senior leaders to ensure effective communication and information-sharing in a rapidly changing environment.Help build and maintain excellent relationships with key congressional offices and caucuses, Administration policymakers, and other external stakeholders.Work collaboratively to represent the Center on the Hill and work with policymakers to promote CBPP policies and legislative priorities.Develop legislative strategies, in collaboration with colleagues on the Government Affairs and policy teams, to achieve both near-term and long-term policy goals.Craft legislative updates, talking points, and other written materials, engage in public speaking, and help provide strategic assistance and information to state organizations engaged in debates around federal budget priorities and low-income issues.Serve as a member of the organization"s Leadership team and contribute to the achievement of high-impact organizational goals.Work closely with the President and the Development team to cultivate funders to support policy and research activities.QualificationsA successful candidate will have an outstanding record of managing advocacy efforts and serving in a leadership capacity within a high-performing organization. Effective candidates will have a broad mix of knowledge, skills, and experience including:Ten or more years of experience with the federal legislative process, working either inside or outside government on legislative issues.Familiarity with the federal budget process and/or federal low-income programs.Skilled in leveraging relationships to influence positive policy outcomes.Excellent political skills, sound strategic judgment, ability to design and implement legislative strategies.Strategic thinking and persuasive communication skills, including an ability to think tactically about opportunities.Exceptional leadership skills, a highly collaborative working style, and the ability to draw on and develop the expertise of people from diverse backgrounds and experiences.A proven ability to work in a fast-paced, highly collaborative environment as part of a team, managing multiple competing priorities and diverse stakeholders.Excellent writing and public speaking skills, particularly the ability to effectively communicate messages to policymakers and members of the media.A sophisticated understanding of the role that inequity, racism, and other forms of discrimination play in public policy, and a commitment to advancing equity.A commitment to the Center"s mission to advance economic and health security and promote racial equity.Experience working with other partner organizations and stakeholders and experience engaging with funders are highly desirable.This position is in our Washington DC office. This is not a remote position. While we are currently operating virtually during the pandemic, we are developing policies to support a return to in-office work that may include both telework and in-person work.
