Summary: ANG is seeking an Architect/Design Manager assigned to the Architectural Design Division, the contractor performs a wide range of functions that support construction, repair, and renovation projects at diplomatic posts overseas. The Architect/Design Manager shall assist to document, and report variances to the scope, schedule, and budget whose success can be measured against clearly defined milestones and objectives. Essential Functions* Read the latest version of all security classification documents and shall understand how it protects organizational integrity and prevent unauthorized use or misappropriation of sensitive and classified material,* Report instances of security violations/problems to the appropriate supervisory/management officials: assumes full responsibility for safeguarding all classified and sensitive but unclassified material and equipment in assigned areas,* Assume full responsibility for safeguarding all classified and sensitive (but unclassified) material and equipment in as-signed areas.* Coordination of work flow items; Updating delegated tasks to ensure progress to deadlines; Keeping projects on schedule; Updating schedules; and Management of administrative details;* Prepare periodic and specified written reports and provide data input in specified formats for such reports;* Assist the Project Manager to ensure project schedules are kept current and reflect accurate dates and project milestones;* Keep the COR and/or Manager informed of all major issues and concerns* Participates in the evaluation, selection, and negotiation of architect and engineering (A/E) contracts; acts as an advisor to commissioned architects and as technical coordinator of projects between the Department and the posts; re-views preliminary designs for program conformity, technical sufficiency, and general suitability; participates in guidance of design to acceptable solution of problem areas and recommends approval or modification necessary to obtain desired results; participates in value engineering studies' and examines and evaluates the commissioned architect's cost estimates and recommends adjustments as necessary;* Coordinates with other offices regarding structural, mechanical, and electrical requirements of projects and with interior design and furnishing groups regarding space planning, finish and color schedules, furniture, etc.; reconciles design issues among the design disciplines; reviews working drawings for conformity with good construction practices, use of materials, ease of maintenance, economy, and quality of appointments; oversees review of plans and specifications for fire protection, physical safety, and adherence with applicable building codes; organizes and leads Integrated Design Reviews; and evaluates performance of commissioned architects regarding adherence to contract terms, work progress, and payment for services;* Participates in the preparation of preliminary and final design of projects for which no contract architects are commissioned; prepares sketches illustrating possibilities for development of the work performed; and travels as required to inspect, consult, and negotiate when on-site knowledge of conditions is necessary;* Participates in the analysis of bids and provides input into recommendations for award of construction projects; resolves problems submitted from the field and makes recommendations on change orders, time extensions, cost in-creases, and similar contractual matters; advises field supervisors (Project Directors), as necessary, on intent of drawings and specifications, substitutions, etc.; maintains comprehensive files on active projects from date of commissioning to completion of design and authorizes architectural design changes that become necessary during construction; and participates in post-occupancy evaluation as a member of an interdisciplinary review team;* Assists with the development of guidelines and presentation formats for architectural firms being considered for specific construction projects; authors, in whole or in part, and periodically modifies the standard and design criteria and other criteria documents; and negotiates with host country officials on matters pertaining to design approvals, construction permits, and zoning changes;* Remains abreast of the latest developments in architecture and related disciplines by review of literature and by attending technical conferences, professional society meetings, and discussions with industry representatives and other professionals; and evaluates new materials and designs with construction processes and techniques, discusses with project managers, and recommends adoption of those that would provide a more economical solution while meeting the needs and requirements of the facility and the client;* Other duties as assigned. Competencies* Knowledge in the established concepts, principles, and architectural methods applicable to varied and complex design problems, projects, or studies, sufficient to enable the incumbent to perform recurring assignments of moderate difficulty {i.e., where methods and techniques are well established, apply to most situations encountered, and do not require significant deviation from established methods) or to perform discrete portions of more complex problems.* Knowledge of the concepts, principles, and practices of professional architecture, combined with design development techniques and related construction techniques and criteria, in order to identify, analyze, design, and provide advice on unusual or complex issues; modify existing techniques and/or develop new methods and approaches to solve complex architectural problems; and provide expert advice on a wide range of Bureau projects.* Working knowledge of the principles and practices of related engineering fields such as civil, structural, mechanical, and electrical, sufficient to effectively consult, interface, and partner with fellow professionals engaged in related aspects of assigned projects.* Knowledge of Federal, Departmental, and Bureau contracting processes, procedures, and guidelines to assist in the contractor selection process and contract work at posts.* Ability to develop design, architectural, interior design, and related engineering criteria or instructions for specific facilities and ensure that new developments, methods, techniques, or experimental theories for improving designs, standardizing common facilities, and producing quality designs are examined to enable the Bureau to solve problems no readily treatable by standard, acceptable methods and carry out the Department's mission.* Knowledge and understanding of the mission, functions, and objectives of the Division, Office, Bureau, and Department and their interrelationships with one another to coordinate work efforts, ensure that work is performed success-fully and in a cost-effective manner, and that work efforts are not duplicated.* Highly developed oral and written communications skills in order to confer with and advise employees, contractors, and officials throughout the Department on assigned projects; participate in and conduct lectures and briefings; articulate and defend recommendations and decisions; produce coherent reports, policy recommendations, guidelines, and instructions; offer expert technical advice on architectural systems and standards; and recommend solutions to complex, highly technical architectural problems.* Ability to interpret plans and specifications for a variety of large and complex building projects, and to investigate extensive changes in design specifications, construction and materials proposed by contractors or others to accommodate conditions at construction sites and to expedite construction.* Ability to understand engineering principles and practices in foreign countries, to ensure that projects are designed and built to standards without conflict with the host country; including knowledge of local building specifications and building codes.* Ability to communicate orally and in writing on highly complex, controversial and time-sensitive matters to diverse audiences.*Supervisory ResponsibilityNone required for this position Work EnvironmentThis job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. Position Type/Expected Hours of WorkThis is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 am to 5:00 pm Evening and weekend hours required, as required by business need. TravelTravel is primarily local during the business day, although some out of the area travel and overnight may be expected. Experience* Minimum of three years of experience in the architecture and design field.* Experience and capabilities in the use of AutoCAD 2014, Revit 2014, Microsoft Office Suite (Word, Excel, Power-Point, Access), and Microsoft Project. Education * Bachelor's Degree in a related field, preferred. Security ClearanceMust be a US Citizen and the ability to obtain/maintain a Secret clearance.
