DutiesPerforms duties as the principal advisor to the Publisher on the development of policies, plans, and procedures affecting Stars and Stripes programs and the staff worldwide.Ensures that the Publishers policies and procedures are carried out to achieve effective direction, operations, efficiencies, and accountability.Advises the Publisher in executing Stars and Stripes congressionally mandated mission.Provides oversight to budget process; interprets Publishers budgetary guidance and ensures budget prioritization between directorates and interagency personnel.Plans for short and long-term operations and ensures staff coordination and actions are consistent with overall command direction and resource capabilities.RequirementsConditions of EmploymentDirect Deposit and Social Security Card is required.Meet qualification/eligibility/background requirements for this position.A one year probationary period may be required.Satisfactorily complete an employment verification (E-Verify) check.Completed and signed DA Form 3433 is required prior to entrance on duty.A valid passport is required for overseas travel.Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Tier III.Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, IAW DoD Directive 5500-7, Joint Ethics Regulation.QualificationsExtensive specialized work experience including at least one year at the NF-05 pay band or equivalent. The overall experiencemust be progressively responsible demonstrating a sound foundation in running a substantial program at an installation/ Region /Headquarters level or equivalent.Candidates must have experience demonstrating:1. Mastery in applying management principles, concepts, and techniques required to successfully plan and manage publishing and MWR programs. Must have extensive knowledge and work experience at ascending levels of responsibility which provided subject matter expertise on policy matters and complex issues concerning these programs.2. Ability to direct a multi-faceted organization entity that manages several essential supporting and facilitative services.3. Ability to interact with diverse people and skill in maintaining effective working relationships with officials and executives insideand outside of an organization.4. Ability to prepare and present formal briefings and speeches to senior officials, and to organize and conduct meetings of workgroups and seminars.5. Ability to function as an advocate for soldiers and families and represent their concerns to senior leadership of the Department of Defense and the US Congress.PREFERRED QUALIFICATION REQUIREMENTS: Those meeting below Preferred Qualifications numbered 1-3 may be referred first depending on applicant pool.1. Comprehensive knowledge of DoD and Army regulations/directives, Executive Orders, public laws, policies, procedures, and issues affecting functional areas of responsibility.2.
