Information Technology Consulting & Integration Services, Centers of Excellence (CoE's),Document/Image Management & Processing, and Service Desk/Help Desk Support Services.SummaryWe are seeking an Evaluation Specialist for the Department of State School of Language Studies. FSI is proud to serve the US Department of State and the entire US government foreign affairs community as a strategic enabler of diplomatic excellence.Duties Evaluates the impact of SLS foreign language training programs on graduates' effectiveness in advancing the Department's foreign policy objectives through use of quantitative and quantitative methods and research;Produces evaluation products, including impact, process, and performance evaluations;Designs and conducts quantitative, qualitative, and mixed-methods data collection and analysis;Curates existing research from both USG and non-USG sources;Generates relevant findings, conclusions, and recommendations to improve SLS policy and/or program effectiveness;Advises SLS senior leadership on how to use evaluations to inform and improve programs that advance foreign policy objectives;Assists with budgeting, scheduling, and other planning tasks for SLS evaluation activities;Designs and leads evaluation capacity building activities for SLS, including developing and delivering training modules and job aids.Required Qualifications:Minimum of three years' experience in positions where conducting evaluations of education programs was the primary duty (more than 50% of the time);Active Secret clearance Post baccalaureate degree in one or more relevant social science fields, including psychology, sociology, economics, education, public policy, or applied linguistics;Extensive experience designing and managing evaluations and generating and disseminating evaluation findings and recommendations;Knowledge and experience in developing evaluation methodologies for education or training programs in K-12, higher education, nonprofits, adult training institutions, and/or US Government institutions;Experience designing and implementing quantitative and qualitative data collection instruments, including surveys, interviews, focus groups, observations and site visits, case studies, and document reviews;Experience using relevant software packages (SPSS, Stata, R, nVivo, Tableau) to analyze and visualize data;Strong ability to work in a team environment on high priority initiatives.Strong critical and creative thinking and analytical skills;Strong written and oral communication skills;High level of initiative and ability to work independently;As an equal opportunity employer, Cayuse Government Services is committed to a diverse workforce.
