Summary of the Position : We are seeking a Senior Director/Vice President Federal Business Development to create successful, long-term alliances within key federal programs. These include the Department of Health and Human Services (HHS) Agencies and Offices Assistant Secretary for Preparedness and Response Biomedical Advanced Research Development Authority, ASPR/BARDA and the Department of Defense Agencies with oversight of medical countermeasure development and procurement. Objectives of This Role : Serve as business owner and Novavax lead for current and prospective HHS and/or DOD government program alliances and contracts. Accountable for meeting all deliverables and obligations under government agreements through collaboration with all appropriate functional areas, including Novavax Market Access, Sales, Marketing, Contracts and Pricing, Clinical Development and Corporate Compliance. Maintain current relationships with ASPR/BARDA and lead day to day management of the Novavax team to execute upon the requirements of the current COVID-19 funding agreement. Build strategic federal alliances with ASPR/BARDA, and DOD Senior Agency leaders through consistent engagement to pursue new opportunities for Novavax with the target HHS/DOD Federal Agencies and Offices. Develop and implement federal market access strategies and plans to drive business development initiatives in coordination with Novavax Policy and Government Affairs as well as Market Access colleagues to ensure harmonization on access strategies across government programs. Direct internal coordination of federal engagement pursuits to ensure alignment with Novavax business goals. Manage the federal acquisition process with oversight of technical, resourcing, and fiscal requirements for new federal projects. Analyze federal market trends and budget requests to optimize pursuits in collaboration with Novavax sales and marketing teams access strategies. Responsibilities include but are not limited to : The Senior Director(s), Government Programs will ideally have established relationships and a proven track record within HHS, BARDA, H-Core and/or DOD federal programs described above. The individual(s) will develop the structure for managing relationships, including governance processes, issue tracking, and risk escalation. The individual(s) will work directly with federal partners to set the direction and scope for implementation of partnership agreements: key activities, timing and responsibilities on either side. The individual(s) will monitor implementation of and adherence to agreed-upon research, development, commercialization, and procurement plans; take appropriate action to ensure execution. The individual(s) will integrate Novavax into key federal trade groups such as Association of Military Surgeons of the United States (AMSUS) and other recognized Health Systems organizations to establish the Novavax presence and opportunities for participation. Novavax remains on the cutting edge of innovation. The individual(s) will proactively introduce Novavax medical affairs and clinical development personnel to leading medical affairs colleagues to bridge federal research opportunities. The individual(s) will proactively collaborate with internal cross functional partners such as Marketing and Sales to implement corporate strategies within targeted accounts. The individual(s) will have demonstrated ability to lead the design and deployment of targeted pull though programs in collaboration with field sales management and sales representatives. The individual(s) will coordinate with Novavax Market Access owners across Novavax to ensure strategic continuity of contracting strategy in managing both government and commercial opportunities. The individual(s) will coordinate with VP of Alliance Management and Government Contracting on compliance/contract management - liaise with legal, finance, R&D, GPM, Commercial, Regulatory and other functions to ensure that key contract milestones, financial transactions, progress reports, etc. are handled appropriately. Provide information/updates as needed. The individual(s) will conduct regular reviews/meetings with senior management and other functions as appropriate to communicate key issues, milestones, etc. and gather feedback. The individual(s) will lead or participate in the preparation of all solicitations, modifications and any other necessary documentation on behalf of Novavax. Lead or participate in contract negotiations The individual(s) will identify and facilitate discussion around new business opportunities within the government programs (ex: BARDA, DoD); Collaborate with Novavax management team on business strategies and provide insight to minimize risk. Preferred: additional advanced degree in business, healthcare policy, health sciences or any other related field. 12+ years' experience plus BS/BA in life sciences or related industry, preferably in commercial. Must have excellent interpersonal skills, business acumen, strong influencing, negotiating, and conflict resolution skills with strong commercial orientation, strategic thinking and integration skills. Sound business judgement and integrity and an ability to build credible, effective working relationships both internally and externally. Must perform at times in previously uncharted territory with few established guidelines or procedures. At other times, exceedingly complex governmental rules and regulations must be followed. For problems surrounded by complex rules and regulations, the Senior Director/Vice President , Government Programs must be able to function knowledgeably, compliantly and expeditiously. Must be able to develop creative and effective solutions to inter- and intra-project priority conflicts, resource constraints and other problems which may impact project or group goals and deliverables across multiple programs. Advanced communication skills (written and verbal) including the ability to concisely explain complicated concepts to executives within and outside of the firm. Must act as a Government Programs access champion and spokesperson within the organization. Strong leadership and self-direction, high capacity for learning quickly. Excellent interpersonal skills with ability to lead, interact with, focus, negotiate, resolve conflict. Strong quantitative and analytical skills. Demonstrated ability to identify, prioritize and resolve key project and partnership issues. Demonstrated revenue responsibility and proven ability to oversee and manage multiple large-scale complex projects. Demonstrated attention to detail and excellence in project management and effectively managing multiple projects/priorities. Demonstrated ability to identify external federal insights and translate them into actionable tactics aligned with company initiatives. Demonstrated ability to work with and coordinate demands from multiple customers, both internally and with partners. Demonstrated influencing and negotiation skills with senior federal government officials. Demonstrated success in finalizing public-private partnerships aligned with company strategic initiatives. Must be able to handle ambiguity well.
