If selected for an in-person interview, any travel or lodging will be at the applicant's personal expense.Position InformationThis is an opportunity for: An internal candidate to fill a GS-15 cadre position. A Federal Government employee to serve on a two-year reimbursable detail assignment in the ODNI. A selected ODNI candidate will be assigned to the position at the employee's current GS grade and salary. A current Federal Government employee, selected for a detail assignment, will be assigned to the position at his or her current grade and salary.The Office of the Director of National Intelligence (ODNI) Deputy Director of Mission Integration (MI) serves as the Director of National Intelligence's (DNI) senior leader for intelligence integration across the IC enterprise. MI is responsible for ensuring customer outcomes by leading advances in collection and analysis that ensure the quality, timeliness, and utility of insights for the nation's decision-makers. Additionally, MI is responsible for increasing expertise and improving tradecraft at all levels through specialization, integration, and collaboration. MI is responsible for the strategic vision, direction, and planning to deliver a more integrated IC reflecting the collective wisdom of our collection and analytic components to advance, in support of the National Intelligence Managers, the Unifying Intelligence Strategies (UIS).Major Duties and Responsibilities (MDRs)Serve as Chief, Data and Decision Sciences Program, leading and developing government staff and directing over a dozen contract data scientists and technical specialists to provide state-of-the-art data management, data science, analytics capabilities, and decision science support for MPAC and ODNI customers.Manage the compilation and analysis of IC mission performance data to address complex intelligence issues for ODNI and IC decision makers.Build and manage important IC cloud-based databases (including the Library of National Intelligence).Form and lead ODNI and IC-level communities of interest driving strategic changes in business analytics and data-driven decision making and assuring rigorous quality control and governance of data sets.Manage a wide range of statistical, software development, and analytic tools on IC networks, including Amazon Web Services capabilities, web development and Sharepoint services, survey and statistical analysis software, data analysis and visualization tools, and custom data processing algorithms, scripts, and tools.Lead data science programs by identifying strategic methodological issues and areas of focus to support resource, mission management, and policy decision making by ODNI and IC senior leadership.Manage the production of data visualizations and other business analytic products to support IC senior leadership to make informed programmatic decisions.Build, manage, and operate decision science and decision analysis tools and processes to implement data-driven decision making.Initiate, cultivate, and maintain productive working relationships with IC stakeholders, colleagues, and users to analyze systems and operations performance metrics, reporting requirements, and exchange knowledge and leverage information sharing techniques regarding current and proposed programs.Mandatory and Educational RequirementsDemonstrated technical and project management skills required to effectively to plan, lead, and implement complex technical projects.Demonstrated strong team leadership and collaboration skills.Expert knowledge of appropriate analytic methods and methodological tools in one or more of the following areas:Applied Mathematics (eg, probability and statistics, formal modeling, computational social sciences), Computer Programming (eg, programming languages, math/statistics packages, computer science, machine learning, scientific computing), or Data Visualization.Superior experience coordinating Interagency working groups on strategic projects.Superior ability to coordinate broad-based teams regarding key IC issues.Expert oral and written communications skills, including ability to clearly convey complex information and ideas at all levels of management.Desired RequirementsExpert ability to manage workforce level of effort across multiple, inter-related work streams.Expert ability to derive, synthesize, and communicate the expected strategic/mission outcomes of technical projects to demonstrate value and justify resources.Agile development experience in the IC and/or industry.Superior experience integrating commercial software solutions in classified environments, including knowledge of the processes of gaining approvals for software installation/use in classified environments.Expert functional knowledge of IC data science and analytic efforts.Key Requirements and How to ApplyInternal ODNI Candidates:a.
