ICF is looking for an experienced IT Project Director/Senior Systems Analyst to support a portfolio of public health focused software development projects for multiple Federal agencies. This position requires experience managing IT projects, including project oversight, client management, and technical team management. The project director will oversee multiple IT projects and support efforts to modernize technology solutions for our clients. The successful candidate must be extremely detail orientated, must gain a deep understanding of client systems, and should be willing and able to architect solutions and support delivery at a technical level when needed. Candidates will collaborate with solution architects, business analysts, designers, quality assurance specialists, and developers to provide system development and maintenance support for data collection, management, reporting and dissemination solutions. This position will be a hybrid or onsite in our Rockville, MD offices and teleworking. Key Responsibilities: Provide oversight for all aspects of the development and implementation of assigned projects and serve as a single point of contact for those projects/clients. Support IT modernization strategy for the business while maintaining a clear vision of short- and long-term needs and direction Support planning and migration of legacy data systems from physical data centers to cloud Lead teams of IT professionals from original concept through final implementation within specified delivery schedules Interface with internal and external project stakeholders including but not limited to system owners, end users, senior management, and operations and security teams. Develop and monitor detailed work plans, schedules, project estimates, resource plans, and status reports Manage resourcing, staffing, progress reporting, troubleshooting and people management Provide technical guidance to project teams Manage and coordinate the implementation of software applications through all phases of the systems development life cycle, including planning, requirements analysis, design, development, testing, installation, and operations and maintenance Implement Agile framework ensuring an iterative approach to software delivery that is client-focused Review work products for quality, completeness, and adherence to design concepts and user requirements Recommend and implement new development approaches or frameworks Required Skills/Experience: Bachelor's degree Minimum of 12 years of software development and information technology experience Minimum of 10 years of experience directing software development teams Excellent verbal, interpersonal and written communication skills Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a technical resource for senior management teams Ability to work with all levels of internal staff, as well as outside clients and vendors Excellent problem-solving skills with ability to analyze situations, identify existing or potential problems and recommend solutions Experience designing and deploying systems in AWS and on-premises environments Preferred Skills/Experience: Experience supporting software development activities for public health projects Experience working directly with clients to gather system and architecture requirements Experience coordinating development of multiple component solutions to form a total solution including complex integration Experience working with public health domain experts to ensure technology solutions support the project mission Experience supporting Federal government projects, specifically CDC and/or SAMHSA is a plus #ER-22 Working at ICF Working at ICF means applying a passion for meaningful work with intellectual rigor to help solve the leading issues of our day.
