Duties

  • Duties at the GS-11 grade level will be performed under more supervision. Coordinates and collaborates with the HR shared service provider(s) and contractors and serves as on-site HR advisor regarding a wide range of HR programs and services.
  • These include recruitment, position classification and employee development, facilitating best practices in DEIA (Diversity, Equity, Inclusion, and Accessibility) principles.
  • Coordinates with supervisors/managers on requirements and procedures for proposed personnel actions, coordinates with HR service provider(s) to develop HR documents, and facilitates process.
  • Establishes and maintains internal HR records including position and recruitment files, organizational charts, and staffing plans.
  • Uses this documentation to identify and analyze trends and make recommendations on staffing priorities, workforce demographics, and projected program needs.
  • Conducts complex research into new or improved business practices. Drafts new or modified administrative program policies, regulations, goals, or objectives.
  • Oversees the recruitment, selection, and on-boarding process for interns and staff.
  • Drafts, develops and prepares a wide variety of correspondence, reports, forms, statistical charts, and similar material.
  • Uses desktop software and IAF financial (Oracle/Discover), grants management (WebGrants), procurement (PRISM/IPP), and other (WebTA, FPPS, etc.) management tools.

Qualifications

At the GS- 11 level, you must meet one of the following qualifications:

Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-09) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties the position. Specialized experience for this position is: includes experience that demonstrates knowledge of a wide range of HR evaluative and analytical methods and techniques and management and organizational techniques to: perform operational reviews, HR program evaluations and guidelines pertaining to the effectiveness of HR operations; use conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; prepare draft reports and other substantive guidelines and materials; recommend alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures;
OR
Have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or a LL.M., if related (e.g., PhD. in Human Resources, Business, Management, or relating). OR
Have a combination of specialized experience and education as described above, such that the total equals 100%. For example, I have 6 months of experience and half of the degree requirements for a Ph.D. (Note: Applicants must provide transcripts as verification of their education).

At the GS- 12 level, you must meet one of the following qualifications:

Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties the position. Specialized experience for this position is: experience that demonstrates knowledge of a wide range of HR evaluative and analytical methods and techniques and management and organizational techniques to: advise management regarding conditions or issues that affect human resource related activities; monitor operations for compliance with human resource regulations and policies, including DEIA principles; conduct studies to evaluate the effectiveness of policies and procedures related to the HR management and operations; develop HR policies, guidance and/or standard operating procedures.

Only experience and education obtained by the closing date of this announcement will be considered.

Once selected, the selectee will need to pass and maintain Delegated Examining Certification Assessment (exam), training will be provided if necessary.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
