As the Supervisory Information Technology Specialist (CIO), you will:
  • Serve as the principal advisor to the Executive Officers on the application of information technology and leads the Gallery's ongoing digital transformation journey.
  • Oversee the acquisition, development, implementation, maintenance, security and architecture of Gallery-wide information systems; develops strategic and tactical information technology plans and supporting budgets; ensures the availability and integrity of Gallery IT systems and protection of the sensitive data hosted by the Gallery and vendor.
  • Report on strategic projects and innovation proposals on a regular basis to the Director and Executive Team.

The Supervisory Information Technology Specialist (CIO) supervises, leads, and directs the following duties and responsibilities:
  • Determine the operating model for information and technology to foster business-oriented and digital-ready culture, mindsets and practices.
  • Influence enterprise strategy and business capability strategic planning.
  • Ensure I&T capabilities are delivered reliably, sustainably, cost effectively and securely.
  • Direct the design and implementation of I&T operating model, organizational structure, and governance process.
  • Collaborate with executive leadership and business partners to define and execute the digital business strategy.
  • Provide strategic direction and oversight for the design, development, operation and support of IT systems and programs that fulfill the needs of the business, including enterprise architecture management, application management, security and risk management, and infrastructure and operations support management.
  • Engage and works with HR and key stakeholders to define and articulate IT workforce transformations.
  • Lead, motivate, manage, and direct the Digital Solutions team of over 25 full time staff and approximately 25 contractors.

Candidates must meet the Qualification Standards Handbook requirements for the AD-2210-00. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-15 in the Federal service. Specialized experience is at least one year of experience (combined), equivalent in responsibility to the GS-15 grade level in the Federal service, serving as the lead manager for a Digital Solutions division while leading the strategic planning and implementation of an organization's enterprise Data Analytics and Innovation Programs to advance data-driven decision making throughout the institution and help deliver strategic business outcomes.

All applicants must have 1 year of experience. Experience is directly related to the duties and responsibilities of this position, referenced in the technical qualifications, that equipped the candidate with the scope and level of knowledge, skills, and abilities to successfully perform the work. This level of responsibility is typically found at the GS-15 or equivalent level in the Federal Government. Eligibility will be based upon a clear showing that the applicant has had professional training and experience of the scope, level and quality sufficient to carry out the responsibilities of the position effectively.   • Mastery of the theories, concepts, standards and practices of Information Technology (IT) enterprise portfolio management and leadership, with particular emphasis on effective strategic planning and implementation. This includes the ability to coordinate, plan, and direct projects staffed with representatives of highly collaborative, cross-functional teams to ensure successful completion.
  • Mastery of the principles, methods, services, best practices and techniques used in the IT field and their application to advance and enable business strategic priorities. This requires the possession of expert knowledge of the critical role Information Technology plays in advancing and supporting business and mission priorities. This includes the ability to apply this expert knowledge in the context of a large organization with a variety of complex program responsibilities.
  • Leverages expert knowledge of advancements in the information technology industry to address mission and business issues and challenges; to develop and implement cutting edge, innovative solutions for the organization; to plan and conduct feasibility studies, and to advise senior organizational management concerning resource management strategies.
  • Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this core qualification is the ability to establish an organizational vision and to implement it in a continuously changing environment.
  • Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this core qualification is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

    Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

    Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
