Duties

These positions are located in the Health Resources and Services Administration, Bureau of Primary Health Care, Office of Quality Improvement. The duty location for these positions is Rockville, MD.

As a Statistician, you will provide conceptual, programmatic, and technical guidance for the statistical analysis of the Bureau of Primary Health Care programs.

Your major duties include:
  • Advising on the development and implementation of data management plans as well as providing statistical consultation to support program analyses and program evaluations.
  • Responding to data requests from internal and external stakeholders.
  • Designing and conducting data management activities including data cleaning and preparation of standard reports.
  • Providing advice and expertise on data collection analyses and methodology.
  • Identifying, designing, and conducting analyses of program data.
  • Selecting appropriate techniques for obtaining data for program purposes, assuring the adequacy and accuracy of the data and identifying significant factors that may affect results from analysis of data.
  • Using statistical software (e.g., SAS, SPPS, STATA, Tableau etc.) and data management software (e.g., SQL etc.) to manipulate, interpret, and analyze mid-to-large data sets.

INDIVIDUAL OCCUPATIONAL BASIC REQUIREMENTS FOR STATISTICIAN SERIES, 1530:
  • Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
  • OR
  • Combination of education and experience-courses as shown in A above, plus appropriate experience in additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

    In addition to the education requirement above, in order to qualify for this Statistician position your resume must clearly demonstrate the specialized experience stated below.

    MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

    GS-12: In order to qualify for this GS-12 position, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

    Examples of minimum qualifying specialized experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis:
    • Reviewing and analyzing data using statistical techniques and statistical software such as SAS, R/R-Studio and/or Excel.
    OR
    • Using statistical theories and techniques that relate to one or more of the following: experimental design, data analysis, data visualizations, sampling, forecasting to prepare reports, summaries, etc.
    GS-13: In order to qualify for this GS-13 position, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

    Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:
    • Using statistical software (e.g., SAS, SPSS, STATA, Tableau, R, etc.) to handle large data set manipulations and analyses of public health data.
    OR
    • Performing statistical data collection requirements activities, such as preparing, processing, and coordinating ad hoc and standing collection requirements.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

    Education

    This position has an education requirement. You must submit a copy of your transcripts (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education requirement.
