Duties

This position is located within the USCP, Operational Services Bureau (OSB), Hazardous Incident Response Division (HIRD), Hazardous Materials Response Team (HMRT). The role of HMRT is to ensure continuation and continuity of the nation's government operations along with the safety and welfare of individuals in and around the US Capitol Complex through a fully operational and comprehensive Chemical, Biological and Radiological (CBR) Incident Response Program.

The grade CP-06 is an entry-level position. The incumbent will receive on-the-job and formal training. The grade CP-07 is a developmental position. The incumbent will work alongside more experienced personnel to ensure proficiency in mitigating hazardous situations.

The incumbent is a team member serving on a first response unit in the event of a chemical, biological, radiological and nuclear (CBRN) incident within the Capitol complex. The incumbent works as a Hazardous Materials Technician within a HMRT squad assigned to prepare for, detect, respond to and defeat CBRN threats that arise within the geographic jurisdiction or statutory protective authority of the USCP. Such threats include attacks by weapons of mass destruction (WMD).

The incumbent responds to hazardous materials incidents and participates in the analysis to determine complexity and project possible outcomes. The incumbent works within the scope of the organizational emergency response plan and the Incident Command System (ICS) to assess risk, develop an incident action plan, select and don appropriate personal protective equipment (PPE), enter a contaminated environment, conduct work necessary to control, contain and confine the threat, extract victims, conduct decontamination of victims and responders, provide emergency medical care and terminate the incident.

-- You must be a U.S. Citizen. -- Must meet the minimum entry age of 21 years old. -- Must not have reached age 37 at the time of appointment. -- Must possess and maintain a valid U.S. Driver's license. -- Must possess or be able to obtain and maintain a Secret Security Clearance. -- Must successfully pass a medical evaluation. -- Must be able to obtain and maintain an Emergency Medical Technician Certification (EMT) with the National Registry of Emergency Medical Technicians (NREMT). -- Must complete a one-year probationary period. -- Shift work is required.

Qualifications

In order to qualify, you must meet the experience requirements described below.

Experience Requirement for CP-06 :
Applicants must have at least one (1) year of specialized experience equivalent to at least the CP-05 grade level which was in or directly related to the line of work of the position to be filled. Such specialized experience includes inspections of hazardous materials and combustibles and implementing techniques to eliminate unsafe conditions resulting from chemical, biological, radiological and nuclear (CBRN) or weapons of mass destruction (WMD) incidents.

At the CP-06 grade level, applicants must also have completed, at a minimum, Hazardous Materials Operations level training or equivalent military Chemical, Biological, Radiological and Nuclear (CBRN) training from a recognized military education program.

Experience Requirement for CP-07 :
Applicants must have at least one (1) year of specialized experience equivalent to at least the CP-06 grade level which was in or directly related to the line of work of the position to be filled. Such specialized experience consists of inspecting facilities, detecting the presence of potentially hazardous materials and combustibles; protecting oneself and others by conducting prevention training; reviewing plans for organizational prevention practices while implementing and applying methods and techniques to eliminate unsafe acts or conditions resulting from chemical, biological, radiological and nuclear (CBRN) or weapons of mass destruction (WMD) incidents.

At CP-07 grade level, applicants must also possess Hazardous Materials Technician certification accredited by the National Board on Fire Service Professionals Qualifications (NBFSPQ) OR the International Fire Service Accreditation Congress (IFSAC) AND be able to display and apply knowledge and training from the certification.

NOTE: Knowledge of Hazardous Materials and Risk Assessment is desired but not required.

Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
