Serves as the supervisor and oversees the planning; programming, budgeting, and financial management functions; support the programs, projects, and activities included within the Office of NextGen. Engages in all aspects of budget formulation, presentation, execution, audit, staffing, acquisition and accounting activities.

Supports the (1) program out year budget estimates for NextGen; (2) assesses the financial impact to NextGen on Operating Accounts projects and activities; (3) monitors the budget formulation process for all NextGen Operating Accounts; (4) participates in agency 's Financial Services Team (FST); (5) reviews budget narrative justification material and coordinates the NextGen section of the FAA Operations budget request for the OST, OMB, and President's budget submissions; (6) prepares budget estimates and issue papers, responds to Questions & Answers and Inserts for the Record; and drafts budget appeals to OST/OMB Passbacks and Congressional marks; (7) tracks budget through the appropriation process, monitors Congressional direction, and tracks Reports to Congress; (8) coordinates the call for current year financial plans and analyzes funding requirements during Continuing Resolutions; and (9) monitors the staffing ceiling and on-board status of all NextGen positions.

Utilizes analytical and evaluative techniques to compile relevant data, conduct quantitative analyses, summarize findings, and make recommendations. Uses automated systems, databases, and techniques to extract and convert financial information for analysis, trending, reporting, and presentation. Works collaboratively with division management.

Directs the work of subordinate employees for multiple projects/programs and across multiple functions and/or disciplines within the branch. Work includes complex projects/programs based on the objectives of the major subdivision, the LOB/SO, and frequently the FAA. Managerial duties include strategic planning, communicating the organization's vision and objectives, setting priorities; assigning tasks and responsibilities, monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.

Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple projects/programs and across multiple functions and/or disciplines. Manages budget and either reallocates resources among projects/programs or acquires additional resources as needed. Leads and integrates the budget planning processes for all organizational projects/programs under his/her control, and projects both short-term and long-term future needs. Participates in planning efforts that cross organizational lines within the major subdivision and LOB/SO.

Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers and higher level of management to discuss statuses and results of projects/programs and plan for the future. May represent the major subdivision, LOB/SO or the FAA externally as a primary point of contact for policies/procedures or other project/program purposes. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures and to make exceptions.

Work activities impact directly on goals and objectives of the major subdivision, the LOB/SP and often the FAA work frequently affects the internal and external customers of the major subdivision, and often the LOB/SO and the FAA.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS 14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience in the federal government budget formulation process to include formulation requirements development, analysis and development of formally submitted documentation as required by internal governing bodies, OST, OMB and Congress.
