Novavax, Inc. is headquartered in Gaithersburg, Maryland with additional facilities in Uppsala, Sweden and Bohumil, Czech Republic. We are seeking 1-2 Senior Directors, Government Programs to create successful, long-term alliances within key federal programs. These include the Federal Supply Schedule (FSS) Big 4, Biomedical Advanced Research Development Authority (BARDA) and the Centers for Disease Control (CDC) Vaccines for Children Programs (VFC). Responsibilities include but are not limited to: Serve as business owner and Novavax lead for specific government program alliances and contracts. Accountable for meeting all deliverables and obligations under government agreements through collaboration with all appropriate functional areas, including Novavax Market Access, Sales, Marketing, Contracts and Pricing, Clinical Development and Corporate Compliance. Develop and implement market access strategies for the following government programs. USG/BARDA. Senior Director, Government Programs will lead day to day management of the alliance to execute upon the requirements of the current agreement, as well as pursue new opportunities for Novavax with the agency. FSS Big 4(VA/DoD, IHS, CG). FSS Solicitation is required following the conclusion of the Emergency Use period. The Senior Director, Government Programs will steward the contracting process with the National Acquisition Center) and, where the opportunity exists, pursue performance-based enhancements to the master agreement that optimize positioning (PBM). CDC Vaccines for Children (VFC) and Section 317 Programs. Build and maintain relationships with key CDC stakeholders during Emergency Use in preparation for the agency to resume contracting activities with vaccine manufacturers. For each of the above GP opportunities, this individual must be able to work collaboratively with Novavax Policy and Government Affairs as well as Market Access colleagues to ensure harmonization on access strategies. The Senior Director, Government Programs will ideally have established relationships and a proven successful track record within the one or several of federal programs described above. This individual will develop the structure for managing relationships, including governance processes, issue tracking, and risk escalation Work directly with federal partners to set the direction and scope for implementation of partnership agreement: key activities, timing and responsibilities on either side. Monitor implementation of and adherence to agreed-upon procurement, research, development and commercialization plans; take appropriate action to ensure execution. Senior Director, Government Programs will integrate Novavax into key federal trade groups such as Association of Military Surgeons of the United States (AMSUS) and other recognized Health Systems organizations to establish the Novavax presence and opportunities for participation. Novavax remains on the cutting edge of innovation. This individual will proactively introduce Novavax medical affairs and clinical development personnel to leading medical affairs colleagues to bridge federal research opportunities. Senior Director Government Programs will proactively collaborate with internal cross functional partners such as Marketing and Sales to implement corporate strategies within targeted accounts. Demonstrated ability to lead the design and deployment of targeted pull though programs in collaboration with field sales management and sales representatives. Coordinate with Novavax Market Access owners across Novavax to ensure strategic continuity of contracting strategy in managing both government and commercial opportunities. Coordinate with VP of Alliance Management and Government Contracting on compliance/contract management - liaise with legal, finance, R&D, GPM, Commercial, Regulatory and other functions to ensure that key contract milestones, financial transactions, progress reports, etc. are handled appropriately. Provide information/updates as needed. Conduct regular reviews/meetings with senior management and other functions as appropriate to communicate key issues, milestones, etc. and gather feedback. Lead or participate in the preparation of all solicitations, modifications and any other necessary documentation on behalf of Novavax. Lead or participate in contract negotiations Identify and facilitate discussion around new business opportunities within the government programs (ex: BARDA, CDC, VA, DoD, CEPI); Collaborate with Novavax management team on business strategies and provide insight to minimize risk. Minimum Requirements: Requires Bachelor's degree. Preferred: additional advanced degree in business, healthcare policy, health sciences or any other related field. Must have excellent interpersonal skills, business acumen, strong influencing, negotiating, and conflict resolution skills with strong commercial orientation, strategic thinking and integration skills. Sound business judgement and integrity and an ability to build credible, effective working relationships both internally and externally. Must perform at times in previously uncharted territory with few established guidelines or procedures. At other times, exceedingly complex governmental rules and regulations must be followed. For problems surrounded by complex rules and regulations, the Senior Director, Government Programs must be able to function knowledgeably, compliantly and expeditiously. Must be able to develop creative and effective solutions to inter- and intra-project priority conflicts, resource constraints and other problems which may impact project or group goals and deliverables across multiple programs. Advanced communication skills (written and verbal) including the ability to concisely explain complicated concepts to executives within and outside of the firm. Must act as a Government Programs access champion and spokesperson within the organization. 12+ years' experience plus BS/BA in life sciences or related industry, preferably in commercial. Strong leadership and self-direction, high-capacity for learning quickly. Excellent interpersonal skills with ability to lead, interact with, focus, negotiate, resolve conflict. Strong quantitative and analytical skills. Demonstrated ability to identify, prioritize and resolve key project and partnership issues. Demonstrated attention to detail and excellence in project management and effectively managing multiple projects/priorities. Demonstrated ability to work with and coordinate demands from multiple customers, both internally and with partners. Must be able to handle ambiguity well.
