LAWS" CEO must be committed to building a community and a future free of violence and exploitation. Founded in 1984, LAWS is Loudoun County Virginia"s designated domestic violence and sexual assault agency. In 1985, LAWS" crisis shelter opened and was the only safe haven in Loudoun County for women and children fleeing domestic violence. Today, LAWS has expanded to provide a full array of comprehensive services to all adult, youth and child survivors of domestic violence, sexual assault, dating violence, and stalking. Besides providing imminent danger domestic violence shelter, LAWS delivers assistance to survivors at its Community Services Center through therapy, legal services, support groups, court and community advocacy, hospital accompaniment, youth violence prevention, and community outreach. LAWS operates a thrift store, The Resourceful Woman, in downtown Leesburg and the Loudoun Child Advocacy Center, which is a public/private partnership among Loudoun County agencies and organizations dedicated to child victims of abuse and/or neglect. LAWS serves over 1,100 child, youth, and adult survivors each year and all services are confidential and at no cost through its approximately 30 employees and 75 volunteers. The Board of Directors of LAWS is a diverse group of community leaders who provide governance, strategic oversight, and performance monitoring to the organization. The Community | Loudoun County, VA Historic Leesburg, Virginia was established in 1758 and is the county seat of Loudoun County, an area that is experiencing significant growth. Leesburg is located 40 miles from Washington DC and just 17 miles from Dulles International Airport and sits at the base of the easternmost Blue Ridge Mountains. Considered one of the best places to live in Virginia, Leesburg is known for its roots in America"s history. The town's Historic District was placed on the National Register of Historic Places in 1970 and is cited as one of the best preserved and most picturesque downtowns in Virginia. The area offers a diverse culture, mild weather, top-rated schools, and good job opportunities. Job Description The Chief Executive Officer (CEO) is responsible for providing strategic vision and managerial oversight for all facets of the organization"s administration, fiscal management, resource development, community relations, and programming. The CEO is hired by and responsible to the Board of Directors, supervises the executive leadership team, collaborates with key stakeholders, works closely with LAWS staff, and has integral relationships with donors. Responsibilities Executive Leadership & Strategic Organizational Management Serve as the principal resource to the Board of Directors and its key committees and gives strong direction in policy formulation and interpretation. Partner with the Board of Directors and the Executive/Senior Leadership team to craft organizational goals and develops strategies to ensure that they are achieved. Ensure coordination and alignment of all LAWS activities through provision of strategic direction in the areas of community impact, resource development, and staff alignment. Directly supervises Senior Leadership positions and establishes individual goals; provide direct supervision to the Chief Operating Officer, Human Resources Manager, Grants Manager, DART (Domestic Abuse Response Team) Program Manager, Development Director, and The Resourceful Woman Thrift Store Manager. Oversight of the operational and fiscal integrity of the organization within established policies. Assess organizational capacity to implement strategies and identify gaps in systems and staffing. Remain informed on operational issues, with the ability to quickly address any issues that might arise, as well as forecast future needs. Attend all Board of Directors meetings and committee meetings. Report to the Board of Directors; assist, when requested, with Board work. Participate in 20 hours of training each year, as required by accreditation. Development & Financial Management Manage organizational spending; monitor budget compliance and mitigate financial risks. Responsible for monitoring fiscal viability and objectives of the organization. Closely collaborate with the Development Manager and Board to ensure the continued improvement of new unrestricted-funds donations to meet fiscal needs of the agency. Oversight of all funding initiatives to include overseeing grant writing, submitting requests for funding, maintaining donor relationships, writing and supervising annual appeal, oversight for The Resourceful Woman Thrift Shop, and advocacy with current and potential funders. Ensure the flow of funds permits LAWS to make continuous progress toward the achievement of its mission and that those funds are allocated properly to reflect present needs and future potential. Oversee the formulation and execution of comprehensive marketing, branding and development strategies that will ensure consistency throughout the organization and enhance revenue from major donors, foundations, government agencies, and corporations. Work with the Board and consultant in planning and implementation of potential capital campaigns. Monitor annual audit for timely presentation to Board and outside entities. Create and grow relationships with funders and with government and community representatives. Compliance Provide oversight to ensure grant compliance and completion of objectives for all agency programs. Ensure no fraud, waste, abuse, or supplantation, and compliance with applicable federal, state, and local laws. Ensure all required grant and funder reports are submitted timely and that data entry accurately reflect LAWS services. Act as signatory for all contract grant proposals. Public Relations & Community Impact Engage in local, regional, and statewide meetings addressing child abuse, domestic violence, and sexual assault (to include but not limited to: MDT, SART, DART, DVSC, etc.). Facilitate and/or participate as appropriate and necessary. Network public and nonprofit community agencies, regional DVSA organizations, statewide stakeholders, and allied professionals to collaborate in efforts to ensure quality services and effective policies are in place. Responsible for the overall impact of LAWS on the community, with particular emphasis on increasing its capacity to drive impact. Work closely with the Board and staff to craft and adapt the strategy to achieve this increased impact, including raising the funds to support it. Establish and build relationships with leaders in the community, including those representing the private, government and non-profit sectors. Represent the agency with donors, media, other agencies, organizations, and the public. Present to community groups, prepare and provide agency trainings as requested. Analytical thinking: Strong analytic and strategic thinking required for goals and to problem-solve crises and evaluate effectiveness of program and outcomes. Qualifications Bachelor"s degree required; Master"s degree preferred Minimum of 5 years leadership experience required Interpersonal/Family violence (DV, SA, child abuse) and/or nonprofit social service background preferred Prior experience working in victim services agency; knowledge of grants and financial management; and experience working with non-profit boards are all desirable.
