Summary:

TheSenior Psychometricianis responsible for supporting the development of assessments that meet high professional standards for validity and reliability.

Duties and Responsibilities:
  • Conduct psychometric and statistical studies, consult on statistical and psychometric matters, and ensure that NCES' statistical and psychometric standards are met throughout all work on the task order.
  • Assist other staff in planning statistical and psychometric analyses and interpreting their results and shall oversee quality control procedures that ensure that the statistical and psychometric work in all products produced under the task order meet established standards. Assistance may include all aspects of technical review and cognitive survey design, but are not limited to cognitive item development, cognitive booklet design, questionnaire development, educational measurement procedures, interviewer training, data collection methods, data editing, data imputation, and data file development.
  • Direct projects in statistical and psychometric methodology research or cognitive survey design and implementation.
  • Other duties as assigned

    Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
  • Must have completed a doctoral or other terminal degree
  • Must have been working in the discipline for 6+ years
  • Must be expert with a track record of solid accomplishments in statistics, educational measurement, social science research, or educational testing methodology
  • 3+ years of demonstrated experience using or contributing to the development, implementation, or analysis of data from the National Household Education Survey, Early Childhood Longitudinal Survey, or Education Supplement of the Current Population Survey
  • Successful completion of DoE background check and ability to obtain a public trust
  • The position requires a COVID vaccination or an approved accommodation/exemption for a disability/medical condition or religious belief

    Knowledge, Skills and Abilities
  • Expert in response theory analysis, linking and bridge studies, balanced incomplete block design, booklet spiraling, technical review of reports, and item development, including cognitive and non-cognitive items
  • Working knowledge of the following: Microsoft Office, specifically, Excel, Word, and PowerPoint
  • Ability to provide excellent customer service internally and externally
  • Ability to respond to COR/Task Leader and customers' changing priorities with established deadlines
  • Ability to work as a functional part of a core team with ED staff and its other contractors
  • Exceptional ability to communicate clearly, courteously, and effectively
  • Exceptional ability to communicate orally and in writing
  • Ability to deliver quality products and services that meet and/or exceed customer needs/requirements
  • Ability to travel for up to 25%
  • Ability to occasionally work after hours, including nights, weekends, and holidays as required
