In International services (ISD) we do this with collective impact around the world empowering colleagues in the Red Cross and Red Crescent Movement to assist global citizens to prepare for, respond to, and recover from disasters and crisis with dignity and respect. Through our Service to the Armed Forces (SAF) and strong network of volunteers, donors and partners, we turn compassion into action by giving impactful help in times of need to service members, veterans, their families, caregivers and survivors. We provide highly respected and trusted 24/7 global access to vital community services, resources, programs, and care. The Director, PMO, Analysis and Reporting directs the SAF / ISD project management office, knowledge management and learning unit, and a team of analysts who provide portfolio project management (PPM), grants management, business analysis, information management and reporting services. The Director manages five (5) staff and reports to the Senior Director Strategy, Quality and Learning. Accountabilities / Responsibilities 12% Project Management Office Direct the SAF/ISD program management office. Oversee the establishment and maintenance of PPM standards, resources and culture for the two services. Oversee portfolio project management support to business units managing high-risk projects requiring expert project management support. Efficient and on-time annual fiscal year planning process Top-class project management of key departmental projects Standardized analysis and reporting on project portfolios PPM doctrine PPM competency 12% Knowledge Management and Learning Direct the knowledge management and learning team. Oversee development and execution of doctrine policy, and competence assessment and development. Oversee training support to stakeholders across the two services. Clear and consistent policy and process for creating, managing, and mainstreaming departmental doctrine Department-wide competence assessment and development strategies for various roles and business units 32% Business analysis and reporting Direct the Program Support Unit. Oversee timely support to ISD Mission program teams throughout the grants and project management cycle, in line with departmental doctrine. Oversee the consolidation and dissemination of data and information to answer inquiries from within the American Red Cross, the global Red Cross network and the humanitarian system. Oversee the development of standard and major customized information products. Accurate business analysis and continuous improvement of tactical knowledge management Consistent, accurate and accessible information products that meet business needs for ISD / SAF stakeholders, including senior leadership, communications, marketing, development, government relations, chapters, global Red Cross network partners, and external stakeholders. Improvement in business management KPIs related to grants and project management 30% Systems development and operations Lead internal business units and external customers to identify information needs and manage the development and operations of systems that support tactical knowledge management of grant, project / program and operations management data / information. Oversee business analysis, use case / user story development pertaining to the development and operation of systems for grants, project and operations management, data analysis and reporting, across all SAF/ISD business units. Systems currently include: ECOS (ISD) - Grants & PPM Service Delivery Portal (SAF) PowerBI Dashboards (SAF / ISD) (NB: excludes RC Care) Lead change efforts on user adoption, training and support for SAF / ISD systems Strategy that leverages technology to grow and continuously improve delivery of our mission. State-of-the-art systems to support ISD / SAF business and mission. 14% Direct the PMO, Analysis and Reporting teams, to develop and manage annual workplans. Oversee and manage teams' priorities, work loads and assignments. Manage recruitment efforts as required. Other duties as assigned by the Snr. Director Strategy, Quality & Learning. Accurate business analysis and continuous improvement of tactical knowledge management Positive trends on Engage / Pulse regarding team health and leadership. On time talent acquisition, management and development Qualifications Education Post-graduate degree or equivalent of education and experience in social services or relevant relate field. Experience Seven to ten years in [a combination of] international development, complex portfolio project management, business analysis, systems development and / or staff management. Ability to speak to the intersection of portfolio project management (PPM) with humanitarian industry concepts of design, monitoring, evaluation, research and learning. Organizational and time-management skills. [Diplomatically] leading collaborative efforts among diverse stakeholders. Ability to work with and support multiple clients / business units representing a range of strategic priorities. Working with clients / business units to articulate processes and use cases. Knowledge of, and experience with managing process re-engineering would be an advantage. Understanding of data governance concepts. Designing, building and operating information systems. Experience with Salesforce, MS SharePoint, KlipFolio, MS PowerBI is a definite advantage. Ability to work with IT counterparts, including data and enterprise architects, receive their opinions and make decisions around systems architecture. Excellent attention to detail and strong accountability for work produced. Excellent writing, editing and analytical skills. Ability to summarize and shape key messages for diverse audiences. Operational flexibility, interpersonal savvy, problem solving, dealing with ambiguity. Working abroad with diverse cultures is helpful. Familiarity with the Red Cross network and fluency in Spanish or French is helpful. For those candidates located in Colorado and Connecticut, the salary range for this position is: $117,000 - $125,000 Note that the American Red Cross sets salary ranges aligned to a specific geographic location in which the job or employee resides.
