The Benefits Access team works to drive older adult participation in a range of safety net and worker benefit programs with the goal of increasing financial security. We do this by raising awareness of programs, easing enrollment barriers and maximizing the length of time and amount of benefits received. We take a user experience, human-centered design approach to solution development and fund innovative, evidence-based solutions implemented by community-based organizations in addition to developing our own AARP Foundation offerings.

The Worker Benefits Program Manager will develop, manage and scale AARP Foundation programs that help low wage workers who are 50+ access and participate in key worker benefit programs. Workers earning low wages are substantially less likely to have access to employer benefits that increase financial security and stability. This includes paid time off, employer-subsidized health insurance, and retirement savings programs. You will grow the impact of our existing work with community-based organizations and eligible older adults on claiming the Earned Income Tax Credit, as well as develop a strategy and portfolio of new opportunities leveraging a person-centered design approach. In addition, you will analyze the existing portable benefit offerings, drawing on your knowledge of innovative co-op, union, start-up, and state government programs and products. In this role you will also be involved in grantmaking and internal innovation around new program design. You will collaborate, both inside and outside the organization, and focus on removing barriers and increasing benefit participation among older workers so they can age how they choose.


  • Develops and implements solutions.
  • Executes and evaluates existing programs to identify improvements and to measure outcomes.
  • Collaborates with program leadership in the development of long-term goals and strategic plans to ensure continued successful growth and scalability.
  • Uses existing data to identify program enhancements and identifies needed data and research to maximize insight and experience management.
  • Manages enterprise assets and budgets.
  • Project and process management.
  • Partner and stakeholder engagement (including volunteers, participants and program partners).
  • Reporting on program activities/outcomes.


  • Bachelor's degree or equivalent relevant experience; graduate degree in social entrepreneurship, business, or design a plus
  • Minimum of 5 years of experience with portable benefits, modernizing worker benefits, or innovative ways to support the financial security of low-wage workers
  • Experience creating, managing and building the capacity of a program or solution, especially within the social innovation/impact space
  • Interest and passion in understanding consumer motivations and behaviors, and applying user experience and/or behavioral science principles to drive action
  • Experience developing and managing a network of partnerships to help advance program goals
  • Demonstrated ability to measure and communicate/socialize impact of work product
  • Team-oriented and collaborative; passionately advocates and articulates opinions while maintaining flexibility to incorporate others' points of view
  • Interest in working with populations that experience systemic racism and discrimination
  • In-office/open office environment with the ability to work effectively surrounded by moderate noise

Flexible Work Arrangement (FWA)

AARP observes Mondays and Fridays as telecommuting workdays, except for essential functions. Remote work and telecommuting can only be done within the United States and its territories.
