Duties

As a Management and Program Analyst, you will:
  • Provide advisory services in developing the FHWA Annual Budget, Annual Modal Research Plan, the Annul Performance Plan, and the Annual Funding Report.
  • Coordinate input for Budget and other program data calls, for Legislative Technical Assistance requests, or Office of Inspector General (OIG) audits and queries, and for Government Accountability Office (GAO) studies and queries.
  • Maintain the FHWA Research Database and for updating information in the Database. Leads and works with FHWA staff to ensure that all relevant information is entered into the database and to ensure the accuracy and completeness of the information.
  • Facilitate FHWA's participation in and logistics preparation for the TRB Annual Meeting, including preparing briefing materials for the TRB Annual Meeting for the Associate Administrator for RD&T and other FHWA Leadership.
  • Processes a wide variety and complex purchase requisitions using the Department's acquisitions system, ESC PRISM, and ensures all necessary documents are completed and included.

The ideal candidate has substantial experience with spreadsheets and databases, and good communications skills. The ideal candidate also has some experience with transportation program budgets and polices and experience in processing travel and procurement requests through automated systems.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • PROBATIONARY PERIOD: Current Federal employees and non-competitive selectees may need to complete a probationary period (unless already completed).
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
  • FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements. You will be asked questions as part of your application but make sure to verify how you meet this experience in your resume or you may be deemed ineligible.

For the GS-13, to qualify, you must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included:
  • Experience with the coordination and administration of budgeting, financial activities, and program oversight of a program; AND
  • Experience with legislation, regulations, and guidance related to transportation research and technology (R&T) programs.

You cannot substitute education at this grade level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Budget, Legislative, and Policy Experience
  • Negotiating Solutions and Advising Management
  • Process Travel and Acquisitions
  • Communications
