Duties

• You will provide expert technical reviews and evaluation of design, construction documents, submittals, and commissioning plans during all phases of design and construction of design-build and design-bid-build projects.
• You will prepare contract scopes of work, cost estimates, in-house designs, specifications, and construction documents for new construction and renovation projects of Navy facilities, using the latest technological design and drafting software.
• You will track the progress of projects to ensure that they are kept within construction budgets and that the drawings and specifications are completed within allotted design schedules.
• You will provide expert technical advice, direction, review and administration related to the planning, design and construction, testing operation, maintenance and repairs for new and existing naval shore facilities.
• You will provide mechanical technical training and mentoring for new, entry-level and mid-level engineers.
• You will manage resources within the business line as necessary to maintain schedules, and consult with engineering management for additional resources as required to achieve Command Mission.
• You will collaborate with others across organizational boundaries to accomplish common goals.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

• You will be required to obtain and maintain a current valid United States driver?s license.
• Incumbent will proactively pursue completion of training required by the CI Community Management Plan and the incumbent's Individual Development Plan (IDP).

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Completes facilities mechanical engineering design packages, including design drawings, plans, specifications and design-build requests for proposal; 2) Reviews facilities mechanical engineering design submittals to provide subject matter expert acceptance recommendations to officials; and 3) Provides facilities design consultation services to officials during construction. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Physical Demands: Occasional physical activity is required including walking, climbing or bending in the performance of field work, for designs and during field inspections of existing and/or new facilities during design and construction.

Work Environment: Work is performed primarily in an office setting. Travel to CONUS and OCONUS activities for assigned projects is required. There are occasional factory visits, and exposures to conditions in buildings and facilities that are under construction. Travel under demanding conditions in support of military operations is also occasionally required. Percentage of travel is 15%.
