Duties

  • Advising the Command on all acquisition-related issues.
  • Resolves customer concerns with the timeliness, quality, or level of procurement support provided by the department.
  • Responsible for performing duties related to the development of innovative approaches for efficient and effective acquisition and contracting strategies.
  • Oversees and ensures divisions (Health Service Contracting and Contract Management Support) provide procurement support to the command and outlying clinics in a high quality, effective, and timely manner.
  • Provides advice, counseling, and instructions to subordinates on work and administrative matters.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the incumbent to have tuberculosis testing.
  • Two year trial/probationary period may be required.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. One year of specialized experience which includes performing analytical work involving the planning, development, coordination, and/or evaluation of contracts programs and operations; develop policies and procedures for professional work involving the procurement of supplies and services; evaluate acquisition plans and procedures in order to develop recommendations to improve effectiveness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
