Duties

This is a Liaison Specialist position for the Program Coordination and Communication Section of the Veterans History Project (VHP). The congressionally mandated project is intended to collect, preserve, and make available first-hand accounts of US veterans who served in uniform during World War I, World War II, as well as the Korean, Vietnam, Persian Gulf, and Iraq/Afghanistan Wars. The specialist assists the Supervisory and Senior Liaison Specialist(s) in publicizing, coordinating, implementing, and assessing the project. The incumbent works with a moderate level of autonomy to ensure a coherent planning, collection, archiving, and educational use of a vast number of narratives and histories documenting crucial experiences in the nation's history. Working with the Supervisory Liaison Specialist, the incumbent is responsible for the project's administrative and fiscal accountability by creating evaluation criteria for measuring success in the overall project and its components. The incumbent works with a wide range of individuals in Congress, other government agencies, and participating organizations with a range of approaches. Coordination with external professionals and when safely permitted travels outside the Library to meet professionals, and discuss the project's goals and to further establish and strengthen the Veteran History Project's professional relationships.

Follows established policies and procedures to assist in developing and maintaining relationships with various stakeholders in government, private industry, and/or academic institutions. Assists higher-grade specialists in
formulating internal policies and procedures relating to collecting veterans' stories to resolve conventional problems and situations in assigned liaison activities. Responds, in verbal and written format, to requests for information requiring coordination with other agency offices.

Establishes and maintains effective working relationships between the Veterans History Project and agency program staff, state and local officials, and/or private industry individuals. Follows Veterans History Project guidelines and procedures to develop communications plans support of an organizational program; reviews them for impact and effectiveness.

Plans and conducts public meetings, briefings, and other activities including in virtual environments in support of the Veterans History Project. Coordinates the development and release of information in substantive program areas, such as press releases, fact sheets, newsletters, work products in print and current and emerging social media and other briefing materials.

Adapts established guidelines and procedures of the Veterans History Project regarding Congressional outreach efforts. Designs, develops, and recommends congressional outreach efforts. Participates in planning and coordinating congressional participation in the Veterans History Project and keeps key VHP supporters and their staffs informed of major developments. Also includes appropriate governmental agencies and bodies, such as the Department of Veterans Affairs, in the communications loop, and works to ensure appropriate agencies be utilized for targeting high-value collections and additions to the project's archive. Compiles background information. Plans logistical coordination.

Plans, schedules, and conducts evaluations of Veterans History Project operations, procedures, and organizational structures, identifying problems or deficiencies and recommending ways to improve the effectiveness and efficiency of operations of the program or support setting. Provides recommendations to senior management for improvements, such as enhancing productivity or improving service to researchers interested in veterans' history.

Modifies or adapts analytical techniques, evaluation criteria, and methods of measurement to provide a valid assessment of programs or related initiatives, and predict outcomes. Routinely analyzes individual performance and program plan (including priorities, goals, deliverables and milestones) to ensure success in collecting veterans' stories is achieved. Actively engaged in Veterans History Project program planning evaluation and in regular communication with supervisor so agreed upon goals are achieved.

Actively participates in meetings on a regular basis. Leads individual and group discussions. Responds easily to difficult questions about veterans' history. Prepares and delivers in-depth oral presentations on a wide variety of subjects.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

At present, the Library of Congress will not enforce an earlier policy to require all employees be vaccinated against COVID-19. Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
