Duties

  • You will also serve as the NIWC Atlantic Senior Scientific Technical Manager/Technical Director for the Program Executive Officer, Manpower, Logistics and Business Solutions (PEO MLB).
  • You will be a recognized leader who will will provide leadership for all technical matters pertaining to the design, development, deployment, integration, and sustainment of PEO MLB systems, both current and planned.
  • You will lead the execution of technical projects to ensure compliance with policies, customer requirements, and engineering standards.
  • You will lead the development of overarching implementation technical guidance and strategies for delivering integrated, interoperable, and aligned PEO MLB capabilities that follow commercial architectures and best practices.
  • You will contribute to and provide leadership within the execution of technical projects to ensure compliance with customer requirements, engineering standards, architectures and Command/DON/DoD policies.
  • You will contribute to the future direction and integrated delivery of the PEO MLB portfolio based upon requirements provided by multiple USMC and Navy sponsors.
  • You will work with senior officials in the DON Secretariat offices to evolve the DON IT Portfolio.
  • You will lead technical reviews to ensure successful program execution across the PEO MLB portfolio.
  • You will be the recognized senior technical expert in formulating plans, aligning organizations, and executing complex engineering projects across the organization.
  • You will lead the development of advanced concepts in data architecture, master data management and data analytics.
  • You will be a recognized leader within the workforce associated with a wide range of activities involved in the design, development, engineering, and implementation of enterprise systems.
  • You will be the recognized technical leader and provides technical stewardship for manpower, logistics and business systems across NIWC Atlantic and to the Department of Navy (DON) community.
  • You will collaborate with top technical leaders from across the DON/DOD on the overall direction and management of the command's strategic technical focus in the specific area of manpower, logistics, and business systems programs.
  • You will develop technology road maps and collaborate with NIWC Atlantic competency leads toward developing strategies to fill required manpower, facility, equipment and financial resource needs.
  • You will be recognized outside the NAVWAR enterprise as a subject matter expert for enterprise IT systems, the incumbent will regularly be called on to provide expert advice on Cyber and IT technologies.

  • FOR the 1550 Series: This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 901 Master level within 12 months of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e, within 30 days of appointment.


Qualifications

The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:

1. Demonstrated ability to lead Research and Development (R&D), engineering, systems integration, test and evaluation, deployment, and transition to sustainment of complex enterprise Naval business Information Technology (IT) systems, to include the underlying science and engineering disciplines. At least one year of this experience must have been in planning and executing difficult, highly technical major acquisition programs.

2. Demonstrated expertise in computer science, engineering, data science, or mathematics and statistics with multidisciplinary expertise that spans manpower, logistics and business systems; with an emphasis in data management to include data architecture, structure, and integration of multiple disparate data stores into an accessible authoritative data environment and enable enterprise data as a service.

3. Demonstrated knowledge and experience in leading software delivery and data integration following agile practices.

4. Ability to communicate, build coalitions, and lead a community of technical and non-technical workforce across broad spectrum of skill sets and dispersed locations focused on developing, collating, sharing, and promulgating products, solutions, methodologies, patterns, and best practices.

5. Ability to cultivate and leverage partnerships with engineering communities in other DoD and DON organizations including Naval Information Warfare Systems Command (NAVWAR) (e.g., Head Quarters (HQ) and Naval Information Warfare Center Pacific (NIWC PAC)), Program Executive Offices (PEOs), Fleet Cyber Command (FLTCYBERCOM), Marine Corps Systems Command (MARCOR), Naval Systems Commands (Naval Sea Systems Command (NAVSEA), Naval Air Systems Command (NAVAIR), Naval Supply Systems Command (NAVSUP)), Marine Corps Systems Command (MARCOR), Naval Facilities Engineering Command (NAVFAC), Navy Warfare Centers, National Security Agency, U.S. Cyber Command, and Fleet Cyber Command.

6. Ability to motivate and lead a diverse workforce, and successfully achieve complex goals with limited resources in a geographically dispersed, multi-disciplined organization.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For 0854 and 0855 Engineering Series:
A. Degree:
Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET ; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
(I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or
(II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or
(III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or
(IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

For 1550 Computer Sciences Series:
A.
Bachelor's degree in computer science
or
B. Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

An advanced degree of Master's or Ph.D. in one of the educational fields listed above is highly desirable.
