Duties

The Program Analyst (Planning and Analysis):
  • Provides expertise and leads efforts in analyzing the supply of human IT talent, both within the department's existing workforce and throughout the job market.
  • Analyzes competency assessments of the department's current IT workforce and analyzes employment data and trends to determine existing and future IT human resource capabilities and gaps.
  • Provides leadership in working with departmental officials to implement and monitor the Department's annual IT workforce plan.
  • Identifies critical milestones, resources, and funds required, and works in partnership with customers, partners, and other stakeholders in the development of a comprehensive program, integrating unit plans and needs with the overall Department's long-term goals and needs such FITARA, PMIAA and DOT Strategic Plan.

DOT OCIO is looking for a seasoned professional to provide strategic and expert guidance and strategic vision in the professional development and management of an IT Workforce Planning Manager who incorporates workforce planning principles, identifies workforce gaps, recommends, improvements and enhancements to maximize workforce effectiveness.

CONDITIONS OF EMPLOYMENT:

  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
  • Experience establishing an IT workforce planning program with business processes to analyze data, identify skill gaps for the development of IT workforce, and developing succession plans to determine the workforce needs of an Agency.
  • Experience developing strategies to identify and implement workforce planning assessments; recruitment and retention programs and integrating learning initiatives within an agency.
  • Experience developing and/or reviewing program management plans and recommendations, to include, but not limited to budget, resources, schedule, risks and program goals for a multi-faceted training program supporting a hybrid IT workforce.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  • Workforce Planning - Knowledge of HR concepts, principles, and practices related to determining workload projections and current and future competency gaps to align human capital with organizational goals.
  • Stakeholder Management - Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).


For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
