Duties

  • You will brief Test and Evaluation status and results at various milestone meetings, including Mission Readiness Authorization and Certification Panels.
  • You will perform test operations and data analysis at all required sites assigned for AEGIS and Aegis Ballistic Missile Defense (BMD) combat system test and integration projects.
  • You will man a variety of watch stations, serving as Test director or Assistant Test Director.
  • You will execute test vehicles, annotating applicable completion information, documenting anomalies and developing post-test reports.
  • You will analyze data; to include performing multi-mission data analysis locally and at remote sites using applicable analysis tools.
  • You will document the test results in the applicable data bases and reporting forms.
  • You will review, develop and update test articles when required due to implementation of new functional improvements or corrections to combat system programs.

  • FOR 1550 Series: Designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 67-Test and Evaluation Basic level within 12 months of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-03 pay band (GS-09/11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional Engineer or Scientist leading the development and integration of: 1) Test plans and schedules; 2) S oftware program applications; 3) Safety and security operational processes and procedures; or, 4) System components, equipment and manpower resource requirements needed to conduct Test and Evaluation (T&E) operations on naval maritime defense combat systems (e.g., Aegis Combat Systems, Aegis Weapon Systems, Aegis Ballistic Missile Defense, Littoral Combat Systems, Ship Self Defense Systems, and DDG-1000).

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

FOR ND-0801 (General Engineering Series):

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position; -OR-

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above); -OR-

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

FOR ND-1515 (Operations Research Series):

Successful completion of a bachelor's or higher degree in operations research; -OR-

Successful completion of a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.

FOR ND-1520 (Mathematics Series):

Successful completion of a bachelor's degree or higher in mathematics or the equivalent of a major that included at least 24 semester hours in mathematics; -OR-

Possess a combination of education and experience demonstrated by courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics, plus appropriate experience or additional education.

FOR ND-1550 (Computer Science Series):

Successful completion of a bachelor's degree in computer science; - OR-

Successful completion of a bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.

This designation requires:

1) The incumbent participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor; -and-

2) The incumbent must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF role of 671 - System Testing & Evaluation Specialist proficiency level (Basic). For more information, please review SECNAV M-5239.2 Chapter 3, paragraph b (1) (g) 1. Failure to meet a condition of employment may result in disciplinary and /or adverse action up to removal from federal service.
