Duties

  • Facilitate position classification functions that involves position evaluation, establishing and maintaining a position classification program to determine appropriate pay system, occupational grouping, title and grade of positions, and advise on position and organization framework.
  • Provide recruitment and placement advice on most productive recruitment strategies for filling competitive or excepted service positions.
  • Apply federal HR regulations, laws and policies. Complete personnel action process and reviews all types of complex personnel actions, using correct nature of action codes, legal authority, pay setting; and determining employee benefits and compensation allowance.
  • Develop and publish vacancy announcements to include: create assessment tools through job analysis, determine eligibility of applicants, review candidates against OPM qualification standards, refer candidates on certificates and make job offers.
  • Utilize various software systems and applications and Human Resources Information Systems to deliver, manage and maintain HR processes, workload and reporting.

This is an open continuous vacancy announcement. There MAY NOT be immediate vacancies. Applicants will be referred periodically throughout the announcement period. These positions are Multiple Schedules permanent, term and temporary appointment based on agency needs and potential funding.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week..

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

GS-11:Providing consultation services to customers and managers related to recruitment, hiring examinations plans under competitive or excepted services positions, selections, placement and retention; interpret human resource (HR) policy, laws, regulations, and instructions. Administering procedures governing all aspects of pay administration, pay rates and systems. Providing position classification procedures and practices and utilize HR information systems to process, manage, track HR related actions. Following all HR management advisory protocols and procedures in support of decisions for human capital mandates and metrics.

GS-12:Providing advice and guidance to management that reflects a thorough knowledge of, and adherence to, human resources regulations, laws, practices and procedures. Providing advice and guidance to management regarding classification, position management, reorganizations, functional changes, personnel changes, workforce planning. Preparing recruitment materials, including position descriptions (PDs), job analyses and assessment questions for general schedule and Wage Grade positions. Advising management of procedures and requirements governing certificates of eligibles, category rating, and rules covering applicants with veterans preference. Implementing and providing policy guidance on pay determinations. Utilizing an automated staffing system to process, maintain, and retrieve employee personnel and staffing actions.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position has promotion potential to the GS-12 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval. Promotion to the next higher grade level is not guaranteed and no promise of promotion is implied.
