Duties

Expertise in health care operations, develops and/or oversees the development of information related to facilities management, project management, accreditation standards and develops performance management tracking tools.

Extracts, analyzes and provides data to assess Environment of Care standards, compliance and programmatic effectiveness.

Designs programs for the area of assignment by analyzing the need for action, supplies, and materials.

Prepares a program plan, and provides ongoing advice and assistance in the program's implementation to improve the quality of care and Veteran health outcomes.

Has knowledge of Facilities Management programs to include space and projects, biomed, and to understand the inter­ relationship between facilities management its impact on the health outcomes of the Veteran populations served.

Familiarity with regulations and standards of regulatory and credentialing organizations that relate to hospital liability, patient safety, and standards of patient care.

Knowledge of various management techniques to include: statistical analysis, short and long-range planning, work measurement techniques, qualitative analysis, program planning, and computer data base management.

Knowledge of available data sources to include, VSSC, Fileman, VISTA, and Pyramid Analytics.

Understands how available data can be translated into actions in relation to life safety and environment of care metrics and compliance.

Provides relevant administrative data to identify, quantify, and resolve organizational problems.

Integrates software applications by: (I) evaluating the unique needs of the specific services in conjunction with the capabilities of the software and coordinating any required modifications; (2) reviewing the effectiveness of the systems and procedures to assure optimum benefit to Facility Management; and (3) troubleshooting when functionality is compromised by determining the cause of and/or the solution to the problem.

Using the applicable software manager menu systems and tools, develops, modifies and tests components specific to fields and data that individualize/customize applications to user roles/needs while maintaining integrity among multiple software packages.

Provides for the maintenance and updating of site parameters and site-specific files to ensure proper functioning of complex, interrelated and interdependent software applications.

Assists the program directors and other management officials in resolving difficult and complex problems which may be confined to a single program or extended across several programs.

Must anticipate program design and implementation and evaluation activities, educational, procedural, and functional problems associated with implementation of the programs and design structured processes to facilitate efficient workflow between and within the Facilities Management Service.

Serves as the knowledge expert for data analytics, administrative software, and provides the Health Care System staff with consultative support.

Consults and advises all levels of employees including the highest levels of management, on methods and means to make health care operations and processes more effective and efficient.

Performs other directly related duties as assigned.

Work Schedule: Monday - Friday, 7:45am - 4:30p.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/06/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in developing, accumulating, and analyzing a variety of statistical data; gathers information, identifies, and analyzes issues and develops recommendations to resolve substantive problems of effectiveness and efficiency of operations. Experience using of various commercial off-the-shelf computer software used in business and program analysis (e.g., Word, Access, excel, etc.). Maintains various records, files, and data bases pertaining to assigned programs or projects. Conduct research on a variety of documents to gather, correlate, analyze, determine, and recommend solutions. High degree of knowledge in preparing and directing preparation of correspondence, reports, and presentations to effectively present findings and recommendations in a comprehensive manner. General knowledge of building codes and regulations as it applies to health care buildings. Advanced administrative skills and experience as a liaison between different departments.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
