Duties

The Director provides leadership and management decisions over the full range of the Task Force missions and responsibilities to include setting organizational goals and priorities for support to stakeholders. Further, he/she establishes trust and forms collaborative relationships with stakeholders, partners, and industry to optimize the efficiency and effectiveness of operations and harvest and implement best practices for application to the mission. Additionally, the Director is responsible for:
- Building trust and confidence with U.S. government senior leaders and their staff who are key stakeholders and mission partners;
- Overseeing all continuity planning initiatives and execution of continuity exercises to ensure a constant state of readiness;
- Effectively recruiting, supporting, developing and managing a diverse workforce that is capable of responding to stakeholder requirements;
- Overseeing all management to ensure processes, policies, and resources are in place to enable successful mission accomplishment;
- Ensuring the implementation of, and compliance with, applicable DoD policies and regulations on program matters including security, financial, and administration, as related to the assigned program.
- Establishing and ensuring that subordinate leaders have a clear understanding of their roles and responsibilities; and
- Setting priorities and directing work to ensure success of projects and programs;
- Leading efforts to fully understand and meet stakeholder needs and requirements and enhance outcomes through quality products and services;
- Overseeing the development of the annual budget and explaining that budget;
- Managing and maintaining procedures and practices which provide assurances of effective and efficient use of fiscal resources;
- Coordinating with stakeholders to ensure Task Force and stakeholder priorities are aligned and resourced appropriately;
- Developing, directing and articulating strategies, policies, and plans for addressing current and future requirements and monitoring progress toward meeting goals and making appropriate
adjustments;
- Cultivating collaborative relationships and regular communication with U.S. government senior leaders and their staff to understand and meet their needs and to inform them about the Task Force mission, activities and resourcing.

This position requires a TOP SECRET clearance adjudicated for Sensitive Compartmented Information (TS/SCI) and SPECIAL BACKGROUND INVESTIGATION
Periodic extended hours may be necessary

Qualifications

The incumbent must have experience in continuity planning and programs, organizational leadership, program protection, and management of budget/financial processes and resources. The incumbent must be a proven leader who operates well under pressure, is capable of multi-tasking, and is able to set priorities for staff. S/he must be comfortable dealing with senior leaders in a fast paced and quickly changing environment. The incumbent must be able to think creatively in order to develop solutions that will work in a unique operating environment. S/he must be responsive to, and inclusive of, multiple stakeholders in order to be successful. The ability to portray a positive, proactive, diplomatic and professional demeanor and build strong relationships with partners and stakeholders is critical.

As a member of the Defense Intelligence Senior Executive Service (DISES), the Director must demonstrate mastery in the six Executive Core Qualifications (ECQs): (1) Leading Change, (2) Leading People, (3) Results Driven, (4) Business Acumen, (5) Building Coalitions/Communications, and (6) Leading the Intelligence Enterprise.

In addition to applicants resume, must provide demonstrated examples of the six (6) executive core qualifications. The write-up may not exceed three (3) pages.

Leading Change: 15 Points
The incumbent should have the demonstrated ability to invoke strategic change, both within and outside the organization, to meet organizational goals. He/she must have the ability to establish and effectively communicate an organizational vision and to implement it in a continuously changing environment. He/she must have the ability to make program and process changes to provide enhanced operations and services. He/she must have strong conceptual skills and be able to translate requirements into actionable priorities.

Leading People: 20 Points
The incumbent should have the ability to lead a diverse group of people toward meeting the organization's vision, mission, and goals. The ability to work with and motivate others as well as fostering a team environment that provides an inclusive workplace and promotes the development of others is essential. The incumbent should be able to facilitate a spirit of cooperation and trust among subordinate employees, leaders, and stakeholders through a demonstrated sense of corporate responsibility, commitment to public service, constructive resolution of conflicts, and the highest standard of personal ethics.

Results Driven: 20 Points
The incumbent should have a demonstrated ability to meet organizational goals and stakeholder expectations. He/she should be able to demonstrate good stewardship of resources, and the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems and calculating risks.

Business Acumen: 15 Points
The incumbent must have the ability to manage human, financial and information resources strategically. The incumbent must be able to realistically balance budget constraints with mission needs and devise solutions with an understanding of how to impact business results by making connections between actions/performance and organizational goals and results.

Building Coalitions/Communications: 20 Points
A critical competency for this position is the ability to achieve desired outcomes through collaboration, negotiation, communication and keen diplomatic and political acumen. The incumbent must be able to build solid working relationships with stakeholders, leadership, clients, and partners to achieve common goals.

Leading the Intelligence Enterprise: 10 Points
The incumbent must be able to share information and knowledge to achieve results by creating an environment that promotes employee engagement, collaboration, integration, knowledge sharing, and the candid, open exchange of diverse points of view. The incumbent must understand organizational responsibilities in relation to the larger, national strategic priorities. This perspective is shaped by experience and education and characterized by a strategic, top-level focus on broad requirements, joint experiences, fusion of information, collaboration, and vertical and horizontal integration of information.
