Qualifications
Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Ability to interpret and apply legislation, statutes, policies, and regulations governing information technology. Customer Service - Ability to operate and/or manage an IT Helpdesk. Oral Communication - Ability to communicate orally and in writing. Problem Solving - Skill in evaluating and auditing IT programs, functions and systems.
AND
Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-13 position.

- Analyzes business processes and workflows to identify how they can be improved and/or automated.
- Consults with business functional/program offices to identify, define and document business needs and objectives, process map current operational procedures, identify potential problems, as well as document input and output requirements
- Researches, analyzes and makes recommendations on administrative, management and procedural practices and other complex business problems; analyzes, evaluates and integrates business requirements and procedures.
- Leads the execution of IT-related projects in accordance with approved project plans and standards.
- Serves as a technical expert concerning the planning, development, implementation, operation and maintenance of DIR websites, SharePoint web-based systems and custom business applications.

- Experience applying advanced IT principles , concepts, methods, standards, and practices sufficient to develop and interpret policies ,
- procedures, and strategies governing the planning and delivery of services.
- Experience developing and maintaining interrelationships with multiple IT specialties ; the Bureau's IT architecture; new IT developments and applications; emerging technologies and business processes.
- Experience exercising authoritative responsibility in dealing with officials of other units or organizations or in advising management officials of higher rank .
