Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a/an Affordable Housing Specialist, you will:
  • Be responsible for the development of policies for the HOME or HTF programs, and the Consolidated Plan. The incumbent of this position also is responsible for program operations within assigned geographic areas.
  • Develop regulations, notices, handbooks, and other policy issuance, for the HOME Program or HTF, including monitoring policy documents.
  • Interpret program regulations and policies in response to inquiries from Field Offices, Congressional Offices, and constituents.
  • Participate in the development of new legislation, revisions, and justifications in existing legislation based on program experience and need.

The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

  • A. This is a term position. A term position does not confer eligibility for transfer to another agency. A term employee does not acquire competitive status or eligibility to be converted to a career conditional appointment, nor is the time served under a term appointment creditable toward career tenure.     B. The employment of a term employee ends automatically at the expiration of his or her term.     Qualifications

    You must meet the following requirements by the closing date of this announcement.

    Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:

    - Developing policies or regulations for an affordable housing grant program and programs to prevent or end homelessness such as the HOME Investment Partnership (HOME), ESG or CoC; OR
    - Analyzing/interpreting statutory and regulatory requirements for an affordable housing grant program and programs to prevent or end homelessness; OR
    - Participating in the development of new legislation or ordinances or the revision of existing laws and ordinances for affordable housing programs and programs to prevent/end homelessness


    Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:

    - Assisting in developing policies or regulations for an affordable housing grant program and programs to prevent and end homelessness such as the HOME Investment Partnership program (HOME), ESG and CoC OR
    - Assisting in analyzing statutory and regulatory requirements for an affordable housing grant program and programs to prevent or end homelessness; OR
    - Assisting in interpreting statutory and regulatory requirements for an affordable housing grant program and programs to prevent or end homelessness


    Experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.     CONDITIONS OF EMPLOYMENT:
    • A one year probationary period may be required.
    • Must successfully complete a background investigation.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
    • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
    • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
    • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
    • Obtain and use a Government-issued charge card for business-related travel.

    HUD will require the vaccination status of all selected applicants for the purposes of implementing workplace safety protocols such as COVID testing. Selectees who are not vaccinated and/or choose not to disclose their vaccination status will participate in a testing program as directed by the CDC based on the COVID risk level of the county in which they are working.
