Duties

As a HUMAN RESOURCES SPECIALIST you will be responsible for the following duties:
  • Perform work that involves robust knowledge in the following human capital functional program areas: recruitment and staffing, performance management, recognition, employee relations, compensation, and policy development.
  • Develop and/or revise agency-wide human capital policies by independently planning and carry out complex projects and studies to identify and resolve problems pertaining to the human capital policy functional area, as well as other special programs.
  • Assure that all regulations, memoranda, procedures, and other official DCSA written correspondence are supportive of the Agency's mission requirements, equal employment opportunity objectives, and the Federal Merit System Principles.
  • Draft and staff new or revised regulations and other official written DCSA written materials; Developing memoranda, regulations, and official written correspondence for DCSA-wide application and dissemination.
  • Review and study regulations, standard operating procedures, and guides from DoD, USD(I&S), OPM, and other requirements to determine the best methods and techniques to be practiced in meeting agency needs.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG-13) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
  • Knowledge of employee compensation system design, development, implementation, and maintenance in order to guide the development and management of a compensation system, that supports mission and performance.
  • Skill in collaborating with and/or leading management in employing change process concepts and techniques by assessing organizational readiness for change, marketing organizational awareness, and leading initiatives.
  • Ability to exchange information in multiple forums, addressing audiences of various sizes at all levels to explain and provide information.
Specifically you will be evaluated on the following competencies:
1. Personnel and Human Resources: Knowledge of hiring, classification, benefits, labor relations, negotiation, and federal, state, and local employment regulations.
2. Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
3. Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
4. Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.

VETERANS PREFERENCE/CURRENT OR FORMER FEDERAL
In accordance with DoD Instruction 1400.25, Volume 2005, veterans preference is not required to be applied when considering candidates with prior Federal competitive or excepted service who have completed a probationary or trial period and have not been separated for cause.
