Duties

The incumbent provides significant oversight, managing the day-to-day operations of the organization under the Director's delegated authority, including but not limited to all intelligence and digital forensics activities, requiring highly-specialized knowledge related to digital forensics and analysis-core specialty disciplines aligned under the investigate and analyze categories of the National Initiative for Cybersecurity Education (NICE).

Duties include but are not limited to:

Plans, organizes, and guides HITEC activities, ensuring compliance with legal and regulatory requirements and meets customer needs. Develops goals and objectives integrating organization and HITEC objectives. Researches, interprets, analyzes and applies various guidelines, policies, regulations, etc. Establishes policies and procedures for accomplishment of HITEC areas of expertise. Coordinates with organization managers and customers as appropriate. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points.

Exercises the complete range of supervisory and managerial responsibilities applying best practices. Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes appropriate action to correct situations posing a threat to the health or safety of subordinates. Provides a work environment free from all forms of discrimination, harassment, and retaliation. Addresses subordinates concerns, whether perceived or real, and follows up with appropriate action to correct.

Responsible for a broad range of activities in support of intelligence plans, programs, and operations. Leads, oversees and manages, and participates in a wide range of dynamic and integrated efforts concerning strategic planning and programming, budget formulation and execution, performance management and measurement, and substantive intelligence issues and assists I&A's senior leadership (i.e., Director and above) in managing day-to-day operations and representing the equities and responsibilities of l&A's senior leadership in various fora.

Serves as a senior adviser and primary consultant in the dissemination of multi-source intelligence. Maintains proper safeguards and processes to protect the privacy, civil rights, and civil liberties of U.S. persons and consistent with applicable law, regulations, directives, orders, and policies.
Oversees highly specialized technical digital forensic examination of incoming media and subsequent analysis. Responsible for leading complex projects, often cutting across organizational lines. Provides policy recommendations. Promotes identification of potential improvement opportunities. Advises management and colleagues on difficult problems, conducts special studies, and proposes options and alternatives.

Maintains a continuous liaison with other Policy and DHS organizations and subordinate offices/organizations. Works with functional counterparts in response to legislative directions, funding issues, policy changes, and the impact of these changes. Represents Policy with a variety of organizations. Establishes, develops, and maintains effective working relationships with a variety of high-level offices. When designated, serves as acting HITEC Director.

Qualifications

Qualifications required:
  • Extensive knowledge in directing mission-essential programs to include short- and long-range programs addressing a broad range of DHS needs and interests.
  • Extensive background in planning and setting subordinate work and evaluating work performed using equitable performance and rating techniques.
  • Extensive knowledge of the various DHS components, their mission and role within the Department.
  • General knowledge in the digital forensic examination of media and subsequent analysis, digital media exploitation, identity analysis, and counterintelligence.
  • Extensive knowledge in policy and procedures for the collection, production, and dissemination of intelligence products.
  • General knowledge of DHS Intelligence and Analysis (I&A) administrative policies, rules, and regulations.
  • General knowledge of the Homeland Identities, Targeting, and Exploitation Center's role in the Department's Counterterrorism and Transnational Organized Crime mission space.
  • Extensive experience in representing DHS interests in conferences, meetings, and negotiations. Developing new or substantially revised agency and national security policies and procedures.
  • Extensive experience in recommending program changes, communicating and advising on new DHS policies, systems, equipment, and procedures.
  • Extensive experience in establishing and maintaining liaison with subject matter and technical experts throughout the US government as well as State and Local.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
