Duties

Duty 1:
Performs Career Broadening assignments/duties involved with budget execution and administration work involving monitoring current year and prior year obligations incurred and the actual expenditures of budgets with different sources and types of funding such as direct annual and multi-year appropriations.
Duty 2:
In a Career Broadening capacity provides technical support and assistance on a wide range of management issues.
Duty 3:
As a Career Broadener performs budget impact analyses of programmatic adjustments to future budget years in the Future Years Defense Program (FYDP).
Duty 4:
Provides advice, assistance, and guidance on budget policy and related information.
Duty 5:
Uses automated budgetary system(s) and computer generated products in accomplishing budgetary assignments.

  • PCS cost will be paid IAW Career Broadening Policy under this agreement.
  • Career Broadening positions are managed by AFPC/DP2Z and are centrally funded.
  • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
  • Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Shift work and emergency overtime may be required
  • Employee must maintain current certifications
  • As required by EO 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee?s duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.


Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,

One year of specialized experience which include Comprehensive and detailed knowledge of Air Force programs, policies, regulations and budget requirements with skill in application as they relate to congressional actions. Knowledge of federal, DoD and congressional doctrine, law, issues and requirements related to all congressional interfacing. Skill in creating, planning, coordinating and implementing study sessions for the Secretary of the Air Force and the Chief of Staff of the Air Force is essential. Skill in negotiating issues with OMB, OUSD(C), and Air Force senior officials with congressional staff as they relate to the Air Force budget specialized experience. This definition of specialized experience is typical of work performed at the GS-12 or above grade/level or equivalent position in the federal service.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge and understanding of various federal financial processes, including knowledge of the Congressional Budget Process, as it relates to the formulation of annual and multi-year budgets and timetables to achieve established mission objectives.
2. Knowledge of missions, goals, objectives, work processes, and sources of funding pertinent to assigned programs/organizations.
3. Skill in the application of methods and techniques to analyze and evaluate the effects of changes in program/unit plans and funding.
4. Skill in identifying and analyzing cost-effectiveness relationships between operational and investment programs and short and long term strategic policies and objectives, all of which are subject to significant and continuing flux over time.
5. Ability to gather, assemble, and analyze data to prepare budget estimates, develops alternatives, and makes, recommendations to resolve budget/funding problems.
6. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.

Additional information

PCS restrictions: An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months

Direct Deposit: All federal employees are required to have direct deposit.

This is a formal Financial Management career broadening position, assignment duration is limited to 36 months.

Must be able to obtain and maintain appropriate security level clearance.

Mobility is a condition of employment, employee must sign an Air Force-wide mobility agreement.

May be required to work other than normal duty hours, which may include evenings, weekends and holidays.

May be required to travel by military and/or civilian aircraft in the performance of official duties.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
