Job Announcement

Fairfax County's Department of Housing and Community Development seeks a highly skilled individual who has extensive IT knowledge and experience in program coordination with other HUD, federal, state, local and private programs.

This position:

  • Assist workers with system hardware, software, PC imaging, systems, networks, printers, scanners, and mobile workforce devices during installation, configuration, and continuing usability. Provide staff with daily hardware, remote access operations, and system support. Check the hardware and software components for functionality. In person or remotely, troubleshoot hardware and software issues. Configure and image PCs and laptops according to County guidelines. Provide training for County systems as needed.
  • Configure, implement, and manage programs such as SharePoint, Drupal, and web-based business applications. Provide user assistance, training, and advice on how to improve corporate efficiency. Maintain system manuals, policies, configurations, change logs, and asset records as technical documentation.
  • Experience with Microsoft Office365, MS TEAMS, Active Directory, Group Policy, SCCM, DNS, and DHCP. Strong automation (PowerShell) and batch file skills are required. Experience with user/group administration, security permissions, group policy management, print services management, event log review, and resource monitoring is required. Investigate networking problems on switches and routers.
  • Understanding database queries, stored procedures and perform web design and development skills. Creates and manages databases, procedures, and documentation, including equipment inventory of utilized.
  • Serves as a liaison between Yardi users and Yardi programming staff. Analyze current Yardi business processes and train users on Yardi. Collaborates with business and financial analysts to identify growth opportunities. Works with programming staff to ensure that application development enables the achievement of strategic goals and objectives. Review Yardi functional requirements are studied, analyzed, documented, and evaluated in collaboration with end users and divisions. Identifies detailed system inputs, outputs, and workflow processes through system analysis and design tasks.
  • Stays abreast of new technologies, standards and project management techniques; acquires and maintains expert knowledge of the business, technical environment and applications supported; research latest Cloud technologies, security protocols, and works with the County’s Data Protection branch to implement as appropriate; monitors and evaluates the effectiveness of existing computer systems. Participates in meetings, training, and seminars to improve job skills. Attends and disseminates information from agency-wide and county-wide meetings, seminars, product demonstrations, training sessions and technical briefings on IT topics.

Salary offer will not exceed $69,165.02 annually (midpoint of the range.)

Illustrative Duties

  • Provides hardware and software support of PC's and network/telecommunications system
  • Installs, configures, upgrades, and troubleshoots problems related to hardware, software, and other equipment;
  • Responds to calls from users;
  • Troubleshoots Level 1 problems related to any aspect of network/telecommunications systems and PC's;
  • Diagnoses, tracks, resolves, and documents problems;
  • Serves as initial point-of-contact with vendors to solve problems;
  • Identifies and resolves hardware, software, communications, and networking problems related to end-user computing; may maintain and repair communication lines, routers, and software;
  • Schedules and coordinates preventative maintenance on computer and peripheral equipment;
  • Installs, configures and tests new and updated releases of end-user software systems and computing equipment;
  • Advises, trains, and assists users on how best to utilize system and ensures installation of desktop hardware and software according to established standards;
  • Trains and cross-trains fellow employees on system operations and usage;
  • Performs password and other various levels of security support on systems;
  • Analyzes statistics and writes reports on system events and performance;
  • Creates and manages databases, procedures, and documentation, including equipment inventory of utilized and spare equipment.


Required Knowledge Skills and Abilities

  • Knowledge of communications protocol and standards;
  • Knowledge of personal computers and personal computer software application packages and development products;
  • Identifies system problems and recommends possible solutions;
  • Corrects and tests software and hardware problems;
  • Knowledge of personal computer and network/telecommunication architecture;
  • Knowledge of data communication principles;
  • Ability to communicate technical ideas clearly and effectively, both orally and in writing;
  • Ability to train and provide support to computer users;
  • Ability to perform personal computer system troubleshooting on both software and hardware problems;
  • Ability to implement or coordinate equipment repairs and solve software problems;
  • Ability to read and interpret technical manuals used in the assembly, installation, repair, and operation of data communications equipment;
  • Ability to maintain records and write reports.


Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to graduation from high school; plus three years of experience in installing, configuring, and troubleshooting of personal computers, network/telecommunications systems; or possession of an associate degree in computer science, or related field, and one year similar experience.

CERTIFICATIONS AND LICENSES REQUIRED:
Driver's license

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.

  • Extensive PC and desktop technical skills are required.
  • Ability to perform multiple tasks simultaneously and work in a collaborative team environment.
  • Keen troubleshooting and problem-solving capabilities and experience with mission critical systems.
  • Experience with meeting customer business requirements and expectations through technical solutions.
  • Experience using remote support tools, such as GoToAssist, LogMeIn, etc and PC imaging tools.
  • Experience performing end-user desktop support.
  • Excellent written and verbal communication skills with the ability to explain complex technical concepts to non-technical users and staff.
  • Knowledge of the Yardi COTs software.


PHYSICAL REQUIREMENTS:
Job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to drive a vehicle. Incumbent must be able to operate keyboard driven equipment and computer. Ability to communicate with others verbally and in writing. Employee may be required to lift up to 50 lbs. Ability to drive vehicles to various sites.
