Job Announcement

Provides strategic leadership and direction in all aspects of human resources management for the Fairfax County Fire and Rescue Department (FRD). The FRD is the largest fire department in the Commonwealth of Virginia and is a complex combination career and volunteer all-hazards department providing a full complement of emergency medical services, fire suppression, technical rescue, swift-water rescue, hazardous materials response, arson investigation, and fire and life safety education. The department operates from 38 fire and rescue stations strategically positioned to meet the emergency service needs of residents, businesses, and visitors in Fairfax County. The functional areas under the direction of this position include staffing, workforce planning, personnel policies & procedures, leave programs, performance management & coaching, position management, records management, HR systems (FOCUS, JDMS, Personnel Database, ID/Proxy Card System), awards & recognition, ADA accommodations, ensuring completion of countywide mandatory training, and delivering training on human resources functions to the department’s officers . The incumbent in this position requires limited direction, exercises considerable independent judgment, operates with a high degree of autonomy, resolves complex issues, and applies systematic solutions to human resources business problems, while overseeing high-volume recruitment operations (approximately 5,000 applicants annually with a seven-step applicant process that includes an application, personal history statement, polygraph, psychological evaluation, physical abilities test, written exam, and medical evaluation) and complex public safety promotional exams for four technician specialties (apparatus, hazmat, TROT, EMS) lieutenant, captain, and battalion chief ranks.

  • Manages senior level professional level staff servicing multi-departments in human resources programs and initiatives;
  • Leads strategic human resources departmental initiatives related to Human Resources, such as, Workforce Planning, Succession Planning, etc.;
  • Provides leadership guidance and assistance to senior departmental management on all aspects of human resources issues;
  • Serves as lead for human resources on departmental steering committees that establish best human resources management practices, benchmarking, and consistent human resources guidelines and procedures on a departmental basis.

  • Extensive knowledge of the principles, practices, and techniques relating to human resources;
  • Extensive knowledge of the legislative and executive decision making processes;
  • Ability to identify and determine appropriate methods for gathering data;
  • Ability to make oral presentations to department management, other departments, or the public;
  • Ability to use word processing, spreadsheet, and presentation software;
  • Ability to supervise professional and paraprofessional employees including coaching, counseling, training, and evaluation.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field; Plus, four years of professional-level human resources experience including one year in a supervisory capacity.

PREFERRED QUALIFICATIONS:
  • Five years or more of experience with steadily increasing responsibilities in the field of human resources.
  • Five years or more of supervisory experience.
  • Prior management-level experience of at least three years with an organization of more than 1,000 employees.
  • Bachelor's degree or higher in Human Resources.
  • SHRM Certification - Certified Professional or Senior Certified Professional.
  • Knowledge of and management experience in a public safety agency.

CERTIFICATES AND LICENSES REQUIRED:
None.

NECESSARY SPECIAL REQUIREMENTS:
All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PHYSICAL REQUIREMENTS:
Work is generally sedentary, performed in a normal office environment. Ability to operate keyboard-driven equipment. All duties may be performed with or without reasonable accommodations.
