Job Details
Develops and implements new and ongoing homeownership initiatives and programs to include compliance for all units within the First-Time Homebuyers (FTHB), Workforce Dwelling Unit (WDU), Housing Choice Voucher (HCV) Homeownership and various loan Programs. This position oversees a Program Manager and staff responsible for compliance duties such as annual occupancy affidavits, finance and refinance requests, litigation and potential foreclosure mediation and sales, annual performance measurement data and reports and the sale of new units that are offered by developers. Implements financing assistance programs, relocation activities and reviews, technical assistance and monitoring oversight. This position maintains the information technology plan for homeownership programs in order to provide accurate and timely reporting and quality customer service. The position has overall responsibility during specific stages of development of projects and actively participates in the direction of projects during other phases. Provides management, supervision, coaching and development to assigned staff. This position reports to the Director of the Homeownership and Relocation Services Division.
Note: Salary will not exceed $105,773.34 annually (midpoint of the range.)

Develops and implements innovative program enhancements in response to stakeholder needs;
Researches, investigates and responds to questions and concerns from clients, community groups, FCRHA or the BOS, as appropriate;
Ensures programs' adherence to federal, state and local regulations;
Prepares and presents items to the Fairfax County Redevelopment and Housing (FCRHA) , the Board of Supervisors, representatives of the Department of Housing and Urban Development (HUD), business and industry, non-profit groups and the public regarding such topics as new and revised policies and reports on the status of projects/programs;
Interfaces with the Office of the County Attorney, Department of Planning and Zoning and Department of Code Compliance on matters related to program area;
Serves as a witness in court, testifying as a program expert in litigation related to claims against the FCRHA/HCD, or in cases related to client compliance with federal, state and local requirements for housing program;
Participates in agency response to HUD inquiries and audits;
Investigates and resolves complaints/concerns from clients, citizens and staff;
Represents the agency on inter-agency and community work groups and committees;
Participates in the planning, development and evaluation of housing projects and programs, including development and evaluation of interagency agreements and service delivery;
Establishes and works toward achievement of program goals and objectives, implementing corrective action when required;
Develops policies and procedures which integrate new federal, state and local regulations;
Interprets and provides technical assistance to staff on federal, state and local regulations pertaining to program areas;
Plans, and sets goals and priorities for the program and staff managed;
Analyzes program progress, and implements corrective action when necessary;
Prepares county, state and federal reports;
Prepares grant applications;
Develops and provides training to HCD staff and outside groups as requested;
Leads regular program, branch and team meetings to improve inter- and intra- division communication and coordination of activities and projects;
Coaches staff to engage colleagues, customers, and all others in a manner that promotes trust, effective exchange of ideas and productive work experiences.
Manages conflicts to enforce housing program rules and regulations;
Manages staff utilization of current information technology, as per county and department requirements, in order to provide accurate and timely reporting and quality customer service;

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor’s degree in sociology, psychology, public administration or a related field; plus s ix years of experience in the field of human services, Choice Voucher, tax credits, real estate, homeownership, relocation or property management, including two years of supervisory experience.
CERTIFICATES AND LICENSES REQUIRED:
Contingent upon area of assignment, some positions within this class may require one or more of the following:
Public Housing Manager;
Housing Choice Voucher Occupancy Public Housing Occupancy Specialist/Senior Specialist;
Limited Income Housing Tax Credit Housing Credit Certified Professional- Specialist;
Housing Quality Standards;
Uniform Physical Condition Standards Inspector;
SPECIAL NECESSARY REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, and a credit report check to the satisfaction of the hiring agency.All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PREFERRED QUALIFICATIONS:
- Knowledge and experience administering affordable homeownership programs, including Fairfax County's Affordable Dwelling Unit ordinance, the Board of Supervisor’s Workforce Dwelling Unit program and the federal Housing Choice Voucher Homeownership program.
- Knowledge and experience in real estate sales including contracts, closing documents, loan underwriting criteria and loan programs, Housing Quality Standards, walk-through inspections and contracting with licensed contractors for rehabilitation of homes is preferred.
- Experience determining income eligibility.
- Knowledge of the federal Housing Choice Voucher Homeownership program is a plus.
- Ability to give presentations to the public, loan underwriting committee, boards and commissions on the division’s programs.
- Excellent customer service is a must. Soft skill
- Excellent written and verbal communication skills, including communicating with diverse populations.
- Excellent computer skills, including, but not limited to, experience with Yardi (or related affordable housing database) and the ability to extract data for annual reports and performance measures.
- Experience with foreclosure prevention and/or housing counseling a plus.
PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor. Incumbent must be able to operate keyboard driven equipment and computer. Ability to communicate with others verbally and in writing.
