Under the direction of the Division Director of Health Services, provides programmatic development, implementation, planning and evaluation for the Division of Health Services in their assigned areas (clinical services, TB case management, research, and staff development) to assure successful achievement of the division’s objectives and to support the agency strategic plan. Assists in the development and implementation of health equity initiatives including building internal and external capacity to address the social determinants and root causes of health inequities through planning, implementation, and evaluation of processes. Identifies interrelationships across the organization and within the County Health and Human Services to support a collaborative approach to improving population health outcomes. Provides leadership in using a multisector approach with a focus on community engagement when providing health services or developing health services initiatives designed to promote health equity. Uses health data to identify public health trends, populations in need, gaps in services and to evaluate the effectiveness of health interventions. Provides oversight of clinical services TB case management, Nursing Research and Staff Development. Participates in the development, implementation and evaluation of clinical and TB initiatives designed to improve population health outcomes. Promotes the integration of public health services with other health providers in the community. Responsible for recruitment, hiring, onboarding and ongoing workforce development. Develops, implements and monitors program budgets, to include grant and MOA management.

Note: Health Department positions are designated as emergency responders in the event of a public health crisis. As a public health emergency responder, may be reassigned to provide support based on the emergency response service needs. The temporary reassignment may require employees to function in a role outside of the typical job duties. The emergency response may also require employees to work alternative work schedules to include weekend and evenings.

Employment Standards

MINIMUM REQUIREMENTS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a college or university accredited by the National League for Nursing or the Commission on Collegiate Nursing Education with a master's degree in nursing, public health, healthcare administration or other health related post-graduate degree ; plus six (6) years of progressively responsible professional level experience in public health, community health, nursing administration, public administration or related field; to include two (2) years in a position of supervisory capacity.

CERTIFICATES AND LICENSES REQUIRED:
  • Possession of current license to practice as registered nurse in the Commonwealth of Virginia.
  • Valid driver's license.
  • AED - Required within 60 days
  • CPR - Required within 60 days

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry, a sanction screening, and a driving record check to the satisfaction of the employer.
This position is considered "Emergency Service Personnel"

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. PREFERRED QUALIFICATIONS:
  • Master’s degree in nursing and/or public health
  • Policy Development/Program Planning- Ability to analyze statistical data (patient flow analysis, case counts, no-show listings, immunization and communicable disease rates, community assessment data) and resolves gaps in data
  • Leadership Development- Experience in equipping staff with skills and behaviors that drive performance such as: Coaching, Accountability, Change Management, Influence, and Communication
  • Learning Gap Analysis- Ability to synthesize data at an operational and strategic level
  • Excellent verbal and written communication skills to include presentation skills
  • Community engagement work- Develop staff skills in the area of community engagement (PH 3.0)
  • Excellent partnership building, to include internal and external partners
  • Previous experience in managing a clinic environment

PHYSICAL REQUIREMENTS:
Employee is required to walk, stand, sit, bend, kneel, climb stairs and carry equipment up to 25 pounds in weight as required for the position. Uses hands to grasp, handle or feel. Visual acuity is required to read data on a computer monitor. Ability to operate keyboard driven equipment. Ability to drive a vehicle. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. All duties performed with or without reasonable accommodations.
