Duties

  • Serves as an assistant and advisor to the Safety and Occupational Health Manager at the U.S. Army Corps of Engineers ? Norfolk District in executing the overall District Safety and Occupational Health Program.
  • Incumbent will advise both District (Norfolk) and contractor employees on unsafe working practices and conditions.
  • Incumbent will recommend corrective measures to be implemented in accordance with U.S. Army, U.S. Army Corps of Engineers, Federal, State, local and professional safety and health standards.

  • PHYSICAL - This position requires the completion of a pre-employment Physical Exam and an annual exam thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • NATIONAL AGENCY CHECK WITH WRITTEN INQUIRIES (NACI) - Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
  • PERFORM TEMPORARY DUTY (TDY) - This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • DRIVER'S LICENSE - The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • CP-12 CERTIFICATION - The incumbent of this position will be required to complete the CP-12 ACTEDS training to obtain and maintain the CP-12 Level 1 certification within 12 months of appointment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-11 Specialized Experience: One year of specialized experience which includes experience utilizing the occupational safety and health practices, laws and regulations to conduct safety inspections and surveys at various projects to include civil and military construction projects, and marine activities; and experience with building designs, construction standards, methods and techniques to evaluate building designs and identify safety hazards associated with high-hazard activities; and experience to analyze and interpret engineering drawings and specifications for new building construction and renovation projects for potential safety hazards.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

GS-12 Specialized Experience: One year of specialized experience which includes experience utilizing the occupational safety and health practices, laws and regulations to conduct safety inspections and surveys at various projects to include civil and military construction projects, and marine activities; and experience with building designs, construction standards, methods and techniques to evaluate building designs and identify safety hazards associated with high-hazard activities; and experience to analyze and interpret engineering drawings and specifications for new building construction and renovation projects for potential safety hazards; and experience developing and/or implementing hazard mitigation measures for projects; and experience analyzing mishap data for the purpose of identifying causal factors.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
