  • Serves as the principal advisor and consultant to the Acquisition Management Liaison by providing acquisition assistance and advice to functional area technical experts based on working
    knowledge and/or acquisition regulations and policy. Responsible for assisting, advising, collaborating, and ensuring that performance criteria and requirements for all matters related to procurement guidelines are met. Reviews and assists program offices and Contracting Officer Representatives regarding procurement packages [including justifications, acquisition plans, market research, independent government estimates, statement of works, and inter/intra agency agreements (IAAs)]. Serves as advisor to program officials in procurement planning meetings. Advises program officials of the procurement objectives to be used, and assists in the preparation of process documents.
  • Participates in evaluating agency information technology and related resource needs. Considers EBSA operational goals and the impact upon the overall program objectives. Participates actively in the development and implementation of accountability, planning, and evaluation of programs to ensure the maintenance of consistent and effective IT programs.
  • Provides analysis and administrative support to Capital Investment planning activities including, but not limited to Information Technology, Earned Value Management, E-governance, Enterprise Architecture, and OCIO reporting.
  • Performs a variety of recurring and ad hoc assignments in such areas as business analysis, acquisition oversight, process improvement initiatives, and customer service enhancement.
  • Performs other duties as assigned.

Qualifications

This position is located in the EBSA Office of Program Planning. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.

Specialized experience is defined as experience that demonstrates subject matter expertise of federal procurement laws and regulations; knowledge of acquisitions policy guidance, reporting and analysis; drafting and interpreting procurement solicitation documents, policies, and procedures; providing training to task monitors and other contract management stakeholders; and making recommendations to senior leadership and discussing procurement related issues. Examples of this experience must include:

• Leading contract award activities above $1M from pre-solicitation to post-award activities.
• Maintaining a COR level III certification.
• Serving as the senior Subject Matter Expert that advises senior leadership and managers on all procurement issues.
• Participating in development of new methods, approaches, or procedures used by other contracting personnel in solving procurement problems as they arise.
