Duties

As an Information Technology Specialist (Program Manager), PT-2210-3, your typical work assignments may include the following:
  • Lead the migration of Cloud Center of Excellence (CCOE) applications from in-house data center to Cloud and modernize the existing applications using Microsoft Azure and Amazon Web Services (AWS).
  • Architect Cloud Migration strategies for CCOE applications using Azure and AWS to execute creative strategies in implementation, upgradation and enhancements for systems/applications deploying/migrating to GAO's multi-cloud.
  • Serve as the subject matter expert on existing and new CCOE functions and capabilities and how those best fit into the agency plans for continued improvement in our delivery of customer service offerings.
  • Oversee all aspects of current and future Cloud initiatives.
  • Serve as a program manager responsible for the oversight of all Cloud Center of Excellence projects and programs using Azure and AWS, which supports all GAO cloud projects and services.
  • Develop required procurement documentation necessary and work with the contracting personnel to modify existing contracts or obtain new vehicles to develop solutions.
  • Develop detailed program plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs of the program.
  • Monitor contractor performance and progress, tracking deliverables, certifying invoices, and establishing priorities and ensuring compliance with contractual requirements.
  • Facilitate the development of measures that are applicable to projects of varying scope and complexity in support of program goals. Ensures performance measures are tracked, reported, and managed to ensure project success.
  • Advise business owners on the potential benefits/uses of the CCOE cloud (Azure and AWS) platforms and automated workflows to improve the efficiency of mission-support services or program operations.
  • Conduct regular information planning sessions, maintains productive interaction with staff, reports on the status and progress of work accomplished to date, and monitors work in progress.
  • Develop, modify, or provide input to project plans including the facilitation of requirement identification, integration and documentation discussions.
  • Serve as liaison with existing customers and potential customers on workflow, reporting, and technical issues.
  • Analyze existing mission support services to prioritize which support services should be migrated to Azure and AWS, based on the needs of the organization and customers.

Qualifications

Basic Qualification Requirement
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
1. Attention to Detail: Evaluating changes in policies and technology.
2. Customer Service: Providing guidance to stakeholders regarding project implementation.
3. Oral Communication: Communicating information technology information to stakeholders.
4. Problem Solving: Developing solutions to mitigate risk.

Minimum Qualification Requirement
You may qualify at the PT BAND 03 level, if you fulfill the following qualification requirement:

Applicants must have 1 year (52 weeks) of specialized experience at the next lower band level equivalent to the PT-II, PE-IIA or GS-13 in the Federal Service, or comparable private/public sector experience which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience is defined as experience managing the transition of applications to Cloud using Microsoft Azure and Amazon Web Services (AWS); operation and maintenance of applications on Cloud; and using business requirements analysis techniques to identify solutions to meet customer needs.

Desired Experience
Commercial project management experience and certification in project management is desired.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
