Duties

The Supervisory Training Specialist (ICDEI) performs the following major duties:
  • ICDEI Technical Assistance Leader: Works collaboratively and proactively with other programming and training teams in OPATS to ensure the integration of ICDEI concepts and approaches in all OPATS-produced guidance, resources and tools as well as training delivery. As a key contributor to the Volunteer Competency Model, develops and iterates as necessary the ICDEI competencies and associated training session plans and resources for staff and Volunteers, and leads the curation of resources to support staff learning in those competencies. Serves as the primary OPATS resource person and advisor on ICDEI accountability measures.
  • Learning Program Development, Consultation, and Analyses: Independently plans and carries out projects through to their conclusion. Recognized as an authoritative consultant planning and developing programs and support for posts by working closely with Peace Corps three regions. Coordinates and ensures the sustainability of a field-focused ICDEI Community of Practice or other modes to build and sustain capacity development of ICDEI subject matter experts in the field.
  • Supervisory and/or Managerial Responsibilities: Supervises a group of employees or expert consultants performing work at the FP-3 level. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations.

Qualifications

The ICDEI supervisor is responsible for the development, management and delivery of field-focused ICDEI training, ICDEI technical assistance, communities of practice and resources, including communications and coordination with key stakeholders, and oversees the development of user-friendly resources to facilitate intercultural learning and systemic diversity & inclusion efforts for both staff and Volunteers.

Specialized Experience:

FP-3

Qualifying experience for the FP-3 level includes one year of specialized experience at least equivalent to the FP-4 or GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience supervising employees and performing the administrative and human resource management functions relative to the staff supervised; Experience developing and applying new program methods, approaches, and technology including strategic use of e-learning to complement in person training on ICDEI-related content to the field.

  • Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

    Time-in-Grade Requirements: Internal applicants and Federal employees who are currently holding, or who have held within the previous 52 weeks, a position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying (FP-4 or GS-12).Note: All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.     Peace Corps employees are employed using the Foreign Personnel (FP) pay scale. The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases (e.g., the FP-09 is the lowest entry-level pay and the FP-01 is the highest senior-level pay).

    Intelligence Background Information

    Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.
