Duties

Major duties include, but are not limited to:
  • Assists the local payroll staff in developing payroll procedures required to implement VA policies governing all salary payments and related payroll functions.
  • Provides technical expertise on any payroll matters when existing precedents or guidelines are not available, including unusually difficult transactions and complicated problems that arise from a highly sophisticated computerized payroll system.
  • Monitors financial requirements for the Payroll Units at each facility, ensuring VISN/National deadlines are met and completed in a timely and accurate manner.
  • Assists with training needs for employees in VISN 7 in specific job tasks as it relates to payroll operations.
  • Provides guidance on payroll procedures and policy. Keeps her/his supervisor informed of status and progress of the units, informing her/him of any problems or backlogs, which impact on the effectiveness of the service or the mission of the VISN as a whole
  • Works with the individual facilities to assist with developing functional requirements for payroll processing, administration and Identifies payroll related activities for which delivery can be facilitated through incorporation of guidance into procedures.
  • Performs analytical and evaluative work associated with line and/or program activities.
  • Assists the local facilities with planning, organization. and assignments of work requested by the individual Payroll Sections in the VISN.
  • Conducts spot checks/audits of the work performed by employees of the local Medical Centers to assure high standard of Service Excellence.
  • Assists with training to ensure that all station & are competent to perform duties and receive all mandatory and other training necessary to ensure competency in accordance with JCAHO standards and local policies.
  • Provides on the-job training to employees in accordance with established procedures and in-service training as requested by the local facility, Works with VISN management Medical Center Administration, Finance and Human Resources Management Service to maintain accurate position descriptions and assist with developing performance standard & and accurate position descriptions.
  • Serves as the contact person for the VISN to Internal and external customer payroll processing issues. Responds to inquiries from program officials. Receives telephone inquiries from field stations on payroll matters requiring immediate action.
  • Participates In verification of FTEE levels and budget formulation for the Payroll offices in VISN 7.
  • Responsible for ensuring that the criteria for the Financial Indicators are met timely and accurately.
  • Responsible for assisting the local facilities with issues regarding the quarterly internal Control Certification for Payroll.
Performs other duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level (GS-11) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday - Friday, 8:00am - 4:30pm EST (subject to change based on agency needs)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/01/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education s described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: problem solving and training as it relates to financial management programs/services; knowledge of regulations, laws and procedures related to VA financial policies (to include employee travel, timekeeping, agent cashier) and Department of Treasury manuals as it relates to reconciliations and accounting records; identifying and analyzing complex financial transactions; determining financial procedures for desired outcomes; good working knowledge of Microsoft Office, IFCAP/VISTA, PAID, FMS, IPPS etc. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education or superior academic achievement.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items.
